In the field of culture and family, Decree No. 137/2025/ND-CP divides the authority of local authorities into 2 levels: Receiving registration for organizing festivals; approving plans for organizing response days; receiving dossiers notifying the establishment, merger, consolidation, division, separation, dissolution, and termination of library operations; receiving notices for organizing performing arts, organizing competitions, festivals of performing arts, organizing beauty and model contests; receiving notices about public film screenings and establishing a Council to determine the level of damage support for individuals participating in preventing and combating domestic violence.
Specifically, the Decree stipulates the reception of festival organization registrations according to the provisions at Point b, Clause 3, Article 9 of Decree No. 110/2018/ND-CP dated August 29, 2018 of the Government regulating the management and organization of festivals by the People's Committee of the province where the festival is held. The order and procedures for receiving festival organization registrations are implemented according to the provisions in Article 12 of Decree No. 110/2018/ND-CP.
The reception of festival organization registration as prescribed in Points a, c and d, Clause 3, Article 9 of Decree No. 110/2018/ND-CP is carried out by the People's Committee of the commune where the festival is organized.
The receipt of notices of performing arts organization as prescribed in Point b, Clause 3, Article 9 of Decree No. 144/2020/ND-CP dated December 14, 2020 of the Government regulating performing arts activities shall be carried out by the People's Committee of the commune where the performing arts are organized.
The reception of notices of organizing competitions and festivals of performing arts as prescribed in Point b, Clause 2, Article 12 of Decree No. 144/2020/ND-CP shall be carried out by the People's Committee of the commune where the competition or festival is organized.
The receipt of notices of organizing beauty and model contests as prescribed in Clause 1, Article 15 of Decree No. 144/2020/ND-CP shall be carried out by the People's Committee of the commune where the contest is held.
Tourism sector
Regarding the proposal for recognition of a provincial-level tourist area, the Decree stipulates: The submission of the application for recognition of a provincial-level tourist area as prescribed in Point a, Clause 2, Article 27 of the Law on Tourism shall be carried out by the People's Committee of the commune where the tourist area is located or the organization managing the tourist area.
The preparation of dossiers requesting recognition of provincial-level tourist areas for tourist areas located in the area of 02 or more commune-level administrative units as prescribed in Clause 3, Article 27 of the Law on Tourism is carried out by provincial-level tourism specialized agencies.
The dossier, order and procedures for requesting recognition of provincial-level tourist areas shall comply with the provisions in Clause 1 and Clause 2, Article 27 of the Law on Tourism.
Printing, basic information and electronic information
For the fields of printing, basic information and electronic information, the Decree defines the authority to manage the declaration and operation of photocopy service establishments; basic information activities; and manage the operation of public electronic game service points.
In particular, the Decree stipulates the organization of implementation of strategies, programs, and plans for developing grassroots information at the local level and the implementation of information, reporting, and statistical regimes on grassroots information activities according to the provisions of law and instructions of the Provincial People's Committee as prescribed in Clause 1 and Clause 5, Article 39 of Decree No. 49/2024/ND-CP dated May 10, 2024 of the Government regulating grassroots information activities performed by the Commune People's Committee.
The issuance, amendment, supplementation, extension, re-issuance, and revocation of Certificates of eligibility to operate public electronic game service points in the area as prescribed in Point a, Clause 3, Article 62 of Decree No. 147/2024/ND-CP dated November 9, 2024 of the Government on management, provision, and use of Internet services and online information shall be carried out by the People's Committees at the commune level./.
