The Provincial People's Committee assessed the socio-economic development situation in 11 months and considered a number of important contents.

On the morning of December 1, the Provincial People's Committee held a meeting of the Provincial People's Committee members combined with a conference of the Provincial People's Committee Party Committee to listen to and give opinions on the contents submitted to the Provincial People's Council at the regular December session and a number of other important contents; organized a regular December meeting of the Provincial People's Committee to assess the socio-economic situation in November and 11 months, key tasks and solutions for December 2025. The meeting was held in person combined with online with communes and wards in the province. Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting. Attending the meeting were Vice Chairmen of the Provincial People's Committee, members of the Standing Committee of the Provincial People's Committee Party Committee; members of the Provincial People's Committee; leaders of a number of departments and branches of the province.

Discuss reports submitted to the Provincial People's Council for approval

At the meeting, representatives of leaders of a number of departments and branches presented the following contents: Report on the proposal to issue a Resolution of the Provincial People's Council stipulating the criteria for establishment and criteria for the number of members of the Security and Order Protection Team; the level of support, training and a number of regimes and policies for members of the Security and Order Protection Team in Hung Yen province; Report on the proposal to issue a Resolution of the Provincial People's Council approving the Project on organizing forces, training, operating and ensuring regimes and policies for the militia and self-defense force of Hung Yen province for the period 2026-2030; Regulations on allowances and subsidies for working days for the militia and self-defense force in Hung Yen province; Report on the   Propose the Provincial People's Council to approve the adjustment of the Housing Development Program of Hung Yen province for the period 2021-2030;   Report on the proposal to issue a Resolution of the Provincial People's Council amending the name of the Resolution and Article 1 of Resolution No. 27/2024/NQ-HDND dated December 12, 2024 of the People's Council of Thai Binh province (old) regulating the content and level of expenditure for considering and awarding the Le Quy Don Award of Thai Binh province...

Delegates attending the meeting contributed comments and agreed with the reports at the meeting to submit to the Provincial People's Council for consideration and decision to issue.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Pham Quang Ngoc emphasized the necessity of issuing resolutions in the fields of socio -economics, national defense - security, apparatus organization, investment...; at the same time, requested advisory agencies to ensure procedures,   document issuance procedures;   resources and effective implementation immediately after the resolution is passed.

Socio-economic 11 months   achieved many positive results

According to the assessment of the Provincial People's Committee, in November, the province's socio-economic situation achieved many positive results. The industrial production index in November increased by 15.74%; 11 months increased by 12.26% over the same period in 2024. By November 26, disbursement of public investment capital reached 23,788.6 billion VND (59% of the plan). Total retail sales of goods and service revenue in November reached 24,219 billion VND; 11 months reached 205,784 billion VND, up 13.55%. The average consumer price index increased by 2.65%.

State budget revenue reached 80,605 billion VND, equal to 145.5% of the estimate; of which domestic revenue was 74,924 billion VND. Local budget expenditure reached 54,535 billion VND; total mobilized capital in the province is estimated at 306,000 billion VND, outstanding loans are 257,500 billion VND; bad debt ratio is 0.7%.

Investment attraction continues to increase sharply: 327 new projects and 251 projects with increased capital with total converted capital of more than 165.9 trillion VND and 2.31 billion USD. The province has a total of 3,059 domestic projects and 927 FDI projects; 34,757 enterprises.

Activities of medical examination and treatment, social security, government building, administrative reform and national defense and security assurance are implemented effectively.

At the meeting, delegates focused on clarifying difficulties and proposing solutions in the fields of natural resources - environment, science - technology, budget collection, public investment disbursement, two-level apparatus organization, military recruitment and ensuring security and order.

Concluding the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Pham Quang Ngoc emphasized a number of key issues that need attention such as: The risk of not ensuring the double-digit growth target, difficulty in achieving the public investment disbursement plan. In December, the workload is still very large, to complete the tasks and socio-economic targets of 2025, departments, branches and localities need to focus maximum time, closely follow the work to strive to complete the tasks well. In particular, closely follow the direction of the Central Government, the Provincial Party Committee, strictly comply with the working regulations of the Provincial People's Committee and departments, branches and localities. Review and evaluate the results of implementing the targets and objectives according to the functions and tasks of the branches and management fields.   Determined to strive to achieve the set goals. Continue to remove difficulties, obstacles, and long-standing backlogs for projects, speed up public investment progress, and prepare well the conditions for starting projects in December. Communes and wards pay attention to agricultural statistics. The Department of Finance synthesizes, classifies, and reports to the Provincial People's Committee to assign leaders in charge, directly supervise, and resolve projects with difficulties, obstacles, and slow implementation; projects with complaints and denunciations. Continue to implement solutions to promote growth, focus on the task of collecting state budget; focus on adjusting commune and ward planning, regional planning, urban planning, and the province's general planning. Well implement the work of organizing the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term. The Department of Justice focuses on reviewing legal documents, mechanisms, and policies for unified implementation throughout the province. The Department of Finance studies and advises the Provincial People's Committee to direct the work of arranging and handling public assets. The Provincial Statistics Office reviews methods, statistics, and ways of coordinating with local departments and branches in assessing the situation and statistics.

Chairman of the Provincial People's Committee Pham Quang Ngoc requested departments, branches and localities to strengthen land management, environmental protection, pay more attention to the progress of public investment disbursement...; carry out well the work of selecting and calling citizens to join the army in 2026, ensure social security... The Department of Home Affairs coordinates with relevant departments and branches to review and develop plans for recruiting career civil servants, arranging and transferring civil servants of the People's Committee. Departments and branches re-determine methods and ways of providing professional guidance to specialized departments at the commune level, ensuring synchronous work settlement. Leaders of communes and wards strengthen leadership, direction and handling of work under their authority.
