Regarding the planning viewpoint and objectives: The planning of Dien Chau district is oriented towards unified development of space, technical infrastructure, social infrastructure associated with the general development of the coastal area of Nghe An province; harmonious development between urban and rural areas, functional areas with regions. Respecting nature, responding to climate change issues to ensure sustainable development.
The planning of Dien Chau district construction contributes to promoting the comprehensive strength, potential and advantages of the locality to promote rapid and sustainable economic growth; healthy development of culture and society; improvement of people's material and spiritual life; and solid national defense and security.
With the goal of concretizing the Resolution of the 19th Congress of Nghe An Provincial Party Committee, term 2020-2025; Resolution of the 31st Congress of Dien Chau District Party Committee, term 2021-2025; Planning of the coastal area of Nghe An province; Planning of the urban system of Nghe An province. Creating a legal basis and preparing for the completion of the goal of building Dien Chau district to meet new rural standards; Building a development plan and planning the construction of urban and rural systems, functional areas; Building and recognizing Phu Dien urban area to meet the criteria of type IV urban areas, Yen Ly, Dong Thai, Minh Chau urban areas to meet the criteria of type V urban areas before 2025; Building Dien Chau district into a town in the future.
Strategic orientation aims to promote, use reasonably and effectively exploit the potentials, strengths and characteristics of Dien Chau district for sustainable socio-economic development.
As a key economic zone associated with the Southeast Economic Zone, it has an important position in terms of economy, culture - society, politics , national defense and security of the central eastern region of the province; plays an important role and function in economic and social development and supports the provision of services for the inter-district region.
Orientation to build into a town-level urban area before 2030, with key economic development in urban services, industry, trade, sea tourism - ecological resorts associated with natural landscapes and historical and cultural relics.
Harmonious development of agricultural, forestry and fishery economy with marine economy associated with national defense and security protection.
The district's economic structure is forecast to shift towards increasing the proportion of industry, tourism services and trade services.
The development planning of Dien Chau district has 4 urban areas including : Phu Dien urban area (existing Dien Chau town and surrounding areas); Yen Ly urban area; Dong Thai urban area and Minh Chau urban area.
- Period to 2025: The total population of the district by 2025 is 340,000 people, the urban population is about 127,500 people. Specific orientations are as follows:
+ Develop Phu Dien urban area into a type IV urban area including the entire administrative boundary of Dien Chau town, Dien Phuc, Dien Tan, Dien Thanh communes, Dien Ngoc, Dien Ky, Dien Bich, Dien Hoa and a part of the South belonging to Dien Kim commune. Area 38.00 km2, population by 2025 about 84,000 people;
+ Build and upgrade Yen Ly urban area on the basis of Dien Yen commune as an industrial service urban area supporting Dien Quynh Industrial Park. Area 13.84 km 2 , population by 2025 about 16,000 people, urban level type V.
+ Constructing a new Dong Thai urban area on the basis of Dien Dong commune and Dien Thai commune as an industrial service urban area supporting Dong Thai industrial cluster. Area 15.04 km 2 , population by 2025 about 13,700 people, urban level type V;
+ Build new Minh Chau urban area on the basis of Minh Chau commune with the nature of an industrial service urban area associated with the area south of National Highway 7. Area 17.15 km2 , population by 2025 about 13,500 people, urban level type V.
- Period to 2026 - 2030: Total urban population is about 360,000 people, urban population including conversion is about 236,000 people. Specific orientations are as follows:
+ Establish Dien Chau town, on the basis of taking the inner city boundary (ward-level unit) including the entire administrative boundary of Dien Chau town, the communes: Dien Kim, Dien Phong, Dien Van, Dien Hai, Dien My, Dien Hong, Dien Lien, Dien Xuan, Dien Thap, Dien Dong, Dien Thai, Dien Hoa, Dien Ky, Dien Bich, Dien Ngoc, Dien Phuc, Dien Tan, Dien Thanh, Dien Loc, Dien Thinh, Dien Yen, Minh Chau, Dien Cat with a total area of 145.39 km2. The outer city part (commune-level unit) includes the communes: Dien Lam, Dien Doai, Dien Phu, Dien Loi, Dien Trung, Dien An, Dien Tho, Dien Nguyen, Dien Quang, Dien Hanh, Dien Hung, Dien Hoang, Dien Truong with a total area of 161.56 km2 .
- Phase 2031 - 2050: Gradually form 02 new urban areas in Dien Trung and Dien An communes (associated with the development of urban areas in the Southeast Economic Zone); Dien Lam ecological urban area. The total population of Phu Dien town is about 450,000 people, the urban population including the conversion is about 315,000 people.
