According to Kyiv Independent , in a speech on the evening of July 19, President Zelensky said that Mr. Rustem Umerov, who was newly appointed as Secretary of the National Security and Defense Council of Ukraine, proposed holding a new round of negotiations with Russia next week, while emphasizing that Ukraine is ready for a meeting at the leadership level.
"Dialogue with the Russian side on the prisoner exchange is still ongoing. We are continuing to implement the agreements reached at the previous meeting in Istanbul (Türkiye)," Mr. Zelensky said.

"The pace of negotiations must be accelerated. Necessary steps must be taken to achieve a ceasefire, including prisoner exchange, repatriation of Ukrainian children and an end to the conflict. A meeting at the leadership level is crucial to truly ensure lasting peace ," President Zelensky continued.
Mr Zelensky's announcement came a day after Russian President Vladimir Putin and Turkish President Erdogan reportedly discussed resuming peace talks between Ukraine and Russia in Istanbul.
Turkish President Erdogan stressed that the country is ready to continue holding talks (between Russia and Ukraine) in Istanbul "once a suitable time is determined for the parties".

Ukraine and Russia held two rounds of bilateral peace talks in Istanbul on May 16 and June 2, after more than three years without direct dialogue. The talks have only led to an agreement on prisoner exchanges and the repatriation of soldiers’ remains, but have not made significant progress toward a lasting ceasefire.
