According to the Vietnam News Agency correspondent in France, on January 23, following a series of severe storms in Vietnam in November 2025, the United Nations Educational , Scientific and Cultural Organization (UNESCO) announced an emergency support package worth approximately US$740,000 to protect cultural heritage and maintain educational activities in heavily affected areas.

The UNESCO statement noted that typhoons Wipha, Bualoi, and Matmo caused serious damage in Vietnam, resulting in hundreds of deaths or injuries, hundreds of thousands of damaged homes, and nearly 10,000 affected schools.

In response to this situation, UNESCO is implementing targeted support measures, in coordination with national and local partners, to stabilize cultural heritage while restoring safe and continuous learning for children and young people.

Speaking about this support program, UNESCO Director-General Khaled El-Enany emphasized that natural disasters highlight the urgent need to strengthen resilience to climate risks.

He affirmed that UNESCO stands alongside the Government and people of Vietnam in protecting heritage, ensuring the maintenance of education, and supporting knowledge-based restoration efforts, solidarity, and sustainable development, turning challenges into opportunities to build safer and more proactive communities in the face of natural disasters.

In the cultural field, in coordination with the Vietnamese Ministry of Culture, Sports and Tourism and local authorities, UNESCO is currently conducting technical assessments and implementing emergency protection measures at the World Heritage sites in Hue and Hoi An, as well as many other cultural sites affected by storms and floods.

These activities are supported by the Heritage Emergency Fund and the World Heritage Fund, and are linked to an integrated, risk-aware approach to strengthening the preparedness and protection of both tangible and intangible heritage, ensuring the preservation of indigenous traditions and knowledge systems of communities.

In the field of education, in Cao Bang and Lang Son provinces, UNESCO is focusing on supporting the restoration of safe learning spaces, resupplying essential equipment, and providing psychological support for students and teachers, especially in vulnerable communities and ethnic minority areas, to help schools resume teaching activities safely and comprehensively as soon as possible.

In addition, with funding from Japan, UNESCO will promote activities to prevent and mitigate damage from natural disasters in Nghe An province, including risk assessment, support for early warning systems, and measures to enhance safety in the school environment.

These activities both support emergency response efforts and contribute to strengthening long-term resilience in areas frequently impacted by natural disasters.

In addition to the aforementioned immediate measures, UNESCO stated that it is actively coordinating with member states and partners to mobilize further resources, thereby expanding the scale of recovery and resilience-building efforts in the cultural and educational sectors in Vietnam in the coming period.
