Recently, the Ministry of Education and Training issued a circular regulating extra teaching and learning with many new regulations to overcome negative aspects in extra teaching and learning.
Many opinions support "banning teachers from tutoring at home"
According to the newly issued circular, cases where extra teaching and extra teaching are not allowed include: no extra teaching for primary school students, except for cases of training in arts, sports , and life skills training.
Teachers who teach at schools are not allowed to teach extra classes for money from the students they teach at school. Teachers at public schools are not allowed to participate in the management and operation of extra classes outside of school, but can participate in extra classes outside of school, but must report to the principal.
After the circular was published, many Tuoi Tre Online readers expressed their support.
According to reader Nguyen Tuan, only when these regulations are strictly implemented will students have equal learning opportunities.
“If teachers teach their students at home, it is very unfair to those who do not attend extra classes.
The regulation that teachers are not allowed to collect money from regular students studying at school has also relieved financial pressure on parents, and also removed the worry that their children will be persecuted if they do not attend extra classes as before.
Regarding teachers, according to this circular, teachers can also openly teach extra classes at school with students who are allowed to teach extra classes to improve their knowledge," reader Nguyen Tuan shared.
Similarly, reader Nguyen Duc Tin supports the ban on teachers organizing extra classes at home. Extra classes must be organized in schools so that education departments can manage them.
Reader Linh Lan said: “Extra teaching and extra learning are legitimate needs of the majority of teachers, students, and parents. The negative practice of ‘forcing extra learning’ is only a very small number. According to the new regulations, teachers who teach extra classes at school are not allowed to collect money, and if they want to teach outside, they have to go through an ‘intermediary’, making it difficult for teachers to increase their income, and students who want to take extra classes also have difficulty finding teachers to study with.”
Students have to go to extra classes because the curriculum is still heavy?
Expressing his disapproval of extra classes, reader Vuong Quoc expressed concern that the current curriculum given to students by the Ministry of Education is still too heavy, and students cannot avoid taking extra classes.
“If extra classes have to be taxed, tuition fees will increase, and the people will still suffer. The solution now is to reduce the curriculum so that students have time to both study and play,” this reader expressed.
Similarly, another reader commented: “The regulation on extra teaching and learning only solves the tip of the iceberg. The root of the problem is that the curriculum at all levels is too heavy, too comprehensive, and too greedy for knowledge… Only when this root is solved will there be no more extra teaching and learning.”
Some other readers think that establishing a registered tutoring facility is reasonable and easy to do. However, most teachers teach seasonally, teach at home for a short time and then quit, and the number is not fixed, so if there are not strong enough sanctions for those who violate the regulations, it will be difficult to manage the arbitrary organization of tutoring and learning outside the school.
According to reader Le Thi Yen, there should be clear regulations on penalties for teachers who violate regulations on extra teaching and learning to create deterrence.
According to the Ministry of Education and Training, currently in the world there are a number of countries and territories that allow extra teaching and learning.
Specifically, China allows tutoring and extra-curricular activities in schools but prohibits them outside of schools. The country is currently drafting regulations on tutoring and extra-curricular activities outside of schools.
Thailand still has public schools that organize extra classes; Korea and Japan allow extra classes outside of school; Taiwan allows extra classes both inside and outside of school; Singapore organizes free extra classes in public schools...
