
On the morning of November 12, the Hue City Civil Defense Command issued an order to operate and regulate the Binh Dien Hydropower Reservoir (upstream of the Huong River) to proactively respond to the prolonged heavy rain in the coming days. The reservoir is discharged through the spillway and turbine with a gradually increasing flow rate from 200 to 800m³/s, adjusted according to the actual amount of water flowing into the reservoir. The discharge rate will start increasing from 3:00 p.m. on the same day.

Previously, on the afternoon of November 11 and the morning of November 12, the Hue City Civil Defense Command also requested the Huong Dien hydropower reservoir (upstream of the Bo River) and Ta Trach reservoir (Huong River) to gradually increase the discharge flow from 300 - 700m³/s and 300 - 800m³/s respectively. The regulation will also be flexibly adjusted depending on the water flow to the reservoir.
According to the Hue City Hydrometeorological Station, from November 12 to 21, due to the influence of increased cold air combined with high-altitude easterly wind disturbances, the Hue City area will have moderate to heavy rain, with some places experiencing very heavy rain. Total rainfall is generally from 500 - 700mm, in mountainous areas from 700 - 900mm, and in some places exceeding 1,000mm.
