To be proactive and ready to respond to heavy rain early and from afar, not to be passive or surprised, the City Civil Defense Command recommends that agencies, units, localities and people regularly monitor and update developments of natural disasters, heavy rain, and strong winds at sea on mass media to proactively prevent.
Heads of departments, branches, sectors, units, and members of the Civil Defense Command Committee, according to assigned tasks, proactively organize inspections, direct and urge localities to implement measures to overcome the consequences of recent floods; review response plans to avoid being passive or surprised in any situation.
Inform owners of vehicles, captains of ships and boats operating at sea of the location and direction of tropical depressions and strong winds at sea to proactively prevent and have appropriate production plans; propagate and guide people to proactively respond to heavy rains; review and supplement plans to respond to heavy rains and landslides.
Owners of dams and reservoirs for irrigation and hydropower continue to strictly operate reservoirs, ensuring safety of works and downstream areas; review and develop specific operation and regulation plans according to forecasted rain scenarios from December 10-17 and the last days of December 2025; prepare forces and means to deploy rescue work when situations arise.
