Each loan - a door to the future
In Khanh Hoa , from the coastal area of Ba Ngoi to the mountainous area of Dien Lam, the first preferential capital has reached every roof, lighting up the dream of going to university of hundreds of students from difficult circumstances.
In the first days of the new school year 2025 - 2026, Mr. Nguyen Nam's small house in Van Thang commune was busier than usual. His son, Nguyen Huy Hao, had just passed the entrance exam to Ho Chi Minh City University of Transport, and the joy was doubled when his family was one of the first households in Khanh Hoa to receive a STEM credit loan.
The first disbursement of 79.4 million VND, out of a total limit of 238.2 million VND, is enough to cover tuition and living expenses for the first school year. "Being able to borrow money at a low interest rate and only having to pay it back after my child graduates and starts working, my family has less financial worries, so he can study with peace of mind," Mr. Nam shared, his eyes shining with joy and hope.
The family of Mrs. Nguyen Thi Minh Hieu in Dien Lam commune also received joy when her son, Do Chieu Thien, a student of Control and Automation Engineering at Nha Trang University, was disbursed VND58.5 million in the first installment by the Vietnam Bank for Social Policies (VBSP), out of a total loan limit of VND234 million for the entire course. "There was a time when my family considered putting my son on hold because we didn't have enough money to pay for school, but thanks to this policy, my son was able to continue studying and pursue his dream of becoming an automation engineer," Mrs. Hieu shared.
The simple stories above, more than the numbers, have shown the humane influence of the STEM credit policy - where each loan is a door opening to the future, a dream taking flight from faith and determination.

Efforts to bring policies to beneficiaries
Immediately after Decision 29/2025/QD-TTg was issued, the Social Policy Bank system in Khanh Hoa quickly took action to implement it. According to Mr. Le Van Thanh, Deputy Director of the Social Policy Bank Khanh Hoa branch, the STEM credit program is not only a financial support policy, but also a specific concern of the Government for the young generation studying key fields of the digital age. "We are closely coordinating with departments, branches, associations and educational institutions to bring the policy into life, helping all talented students, master's students or doctoral students have the opportunity to study and develop," Mr. Thanh emphasized.
Ms. Nguyen Thi Mai Thao, Director of the Dien Khanh Social Policy Bank Transaction Office, said: “We consider this a task that is both humane and contributes to the development of high-quality human resources for the locality. Through a wide network of savings and loan groups, people can access information and complete their applications quickly and promptly.”
The initiative of the Social Policy Bank also received active cooperation from the government. Khanh Hoa Provincial People's Committee issued Official Letter 4079/UBND-KTV requesting the implementation of Decision 29/2025/QD-TTg quickly, to the right subjects, publicly and transparently. Associations and unions were assigned to step up propaganda, guide facilities to evaluate loans according to standards, and at the same time check the use of loans to ensure that the capital reaches the right people in need.
In addition, the authorities of communes and wards also actively confirmed the records, reviewed the list of eligible borrowers, coordinated with the Social Policy Bank to organize the review, ensuring that no households in need and meeting the standards were left out. The smooth coordination between levels and sectors has formed a solid "chain", helping the STEM credit policy to quickly spread, becoming a solid support for studious families.
Thanks to preferential funding, students can continue studying in better conditions and have the opportunity to pursue their passion. Furthermore, this is also a long-term investment in high-quality human resources, the “golden seeds” of the future, contributing to sustainable socio-economic development for the locality and the whole country.
From those first loans, faith in knowledge is being planted throughout the countryside of Khanh Hoa. Although the journey ahead is still full of difficulties, with the support of the banking industry, the government and the community, those dreams of learning will certainly not remain unfinished...
