Chairwoman of the Cao Bang Provincial Union of Science and Technology Associations Hoang Thi Binh said that the draft Political Report of the 13th Party Central Committee at the 14th National Party Congress was carefully prepared, has a reasonable structure, and fully reflects the areas the Party focuses on leading. The document has paid special attention to science and technology, a prerequisite for Vietnam to enter a new stage of development, where knowledge and innovation are the main driving forces for rapid and sustainable growth, making Vietnam a developed, high-income country by 2045.
The draft report outlined the context of implementing the Resolution of the 13th National Party Congress, "the fourth industrial revolution is taking place rapidly and deeply", during the term: Science, technology, innovation and digital transformation continue to be identified as the driving force for development. The science and technology institutions are focused on innovation, improvement and more synchronous development "contributing to economic growth". The draft report also stated: "The mechanism and policies for science, technology and innovation still have many limitations... and the remuneration regime for intellectuals is not suitable... Enterprises have not really played a central role in the national innovation system".
Ms. Hoang Thi Binh commented that the draft document submitted to the Congress should clarify solutions to attract and gather intellectuals in agencies, units and enterprises; perfect the synchronous science and technology policy mechanism between sectors and levels; perfect preferential tax and training policies so that enterprises can research, develop and apply new technologies. Only then can the requirements of economic development, science and technology development and quality human resources in enterprises be met.
To attract and gather intellectuals, build high-quality human resources to meet the requirements of science and technology development and innovation as a driving force for national development, it is necessary to create favorable conditions in terms of policies, working environment and intellectual remuneration, have many forms of intellectual encouragement and honor; pay attention to comprehensive training, create high-quality resources in all fields and meet the human resources needs of regions across the country.
Regarding human resources for carrying out scientific and technological tasks, in addition to the force of scientists and intellectuals in research institutes, universities..., it is necessary to strengthen training of local human resources and there needs to be coordination and increased cooperation between research and training agencies with businesses and localities to quickly bring science and technology into production and life...
