Specifically, with the majority of votes in agreement, the delegates elected comrades: Hoang Nguyen Dinh, member of the Standing Committee of the City Party Committee, Deputy Head of the Standing Committee of the City Party Committee's Propaganda and Mass Mobilization Commission; Nguyen Cong Vinh, Director of the Department of Finance; Tran Van Bay, Chief Inspector of Ho Chi Minh City to hold the position of Vice Chairman of the 10th term Ho Chi Minh City People's Committee, term 2021-2026.

Mr. Tran Van Bay, born in 1971, is from Dong Nai. He has a master's degree in law and advanced political theory. Mr. Tran Van Bay worked at Ho Chi Minh City University of Law from 1995 to 2008. Then he became Deputy Director of the Department of Justice, Chairman of the People's Committee of the former District 9, Deputy Director of the Department of Natural Resources and Environment of Ho Chi Minh City, Chief Inspector of Ho Chi Minh City.

Mr. Nguyen Cong Vinh, born in 1972. Mr. Vinh has a bachelor's degree in law and a senior degree in political theory.
