The National Assembly Standing Committee unanimously agreed to submit to the National Assembly for consideration and approval of the investment policy for the Vinh - Thanh Thuy expressway, Nghe An.

On the evening of November 24, at the 51st session, the National Assembly Standing Committee gave its opinion on the Vinh - Thanh Thuy Expressway Project. The session was chaired by Comrade Tran Thanh Man - Politburo member and Chairman of the National Assembly.

Attending the meeting, leaders of Nghe An province were: Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial Vietnam Fatherland Front Committee, Head of the Provincial National Assembly Delegation; Hoang Phu Hien - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee.

Also attending were comrade Pham Hong Quang - Member of the Provincial Party Standing Committee, Director of the Department of Construction.

The project starts at Km0+000, intersecting with the North-South Expressway in the East, Dien Chau - Bai Vot section (Hung Tay intersection, Hung Nguyen commune, Nghe An). The end point connects to Thanh Thuy Border Gate Economic Zone, Thanh Thuy - Nam On Border Gate pair.

The expressway is about 60 km long, with a total preliminary investment of more than 23,950 billion VND, passing through the communes of Hung Nguyen, Kim Lien, Dai Hue, Van An, Nam Dan, Xuan Lam, Hoa Quan, Son Lam and Kim Bang. When completed, the route will be an important section on the Hanoi - Vientiane expressway corridor.

The Standing Committee of the National Assembly's Economic and Financial Committee assessed that the Government's submission was basically complete in accordance with the provisions of the Law on Public Investment for important national projects. The project met the criteria within the National Assembly's authority to decide on investment policies. Submitting it to the National Assembly for consideration was appropriate.

The appraisal agency affirmed the necessity of implementing the project to concretize the policy of developing synchronous and modern transport infrastructure; promoting regional connectivity and international integration; and strengthening national defense and security in border areas.

The investment policy is also consistent with the 10-year Socio-Economic Development Strategy (2021 - 2030) and the Resolution of the 13th National Party Congress; consistent with the National Master Plan, Road Network Plan and Nghe An Provincial Plan for the 2021 - 2030 period.

According to the plan, the Vinh - Thanh Thuy route is about 85 km long with a scale of 6 lanes. However, this phase only invests 60 km with 4 lanes, the Cua Lo - Vinh section (about 25 km) has not been implemented.

Therefore, the Standing Committee of the Economic and Financial Committee proposed to clarify the basis for divergence, ensuring the selection of optimal route options, convenient connection of seaports, airports, industrial parks, tourist areas and logistics centers; at the same time, proposed to add some other contents.

On behalf of the National Assembly Standing Committee, concluding this content, Comrade Vu Hong Thanh - Member of the Party Central Committee, Vice Chairman of the National Assembly agreed with the Government's proposal to submit to the National Assembly for consideration and comments on approving the project investment policy.

He emphasized that the Vinh - Thanh Thuy expressway is a strategic connection route between the North Central region and the Lao PDR, promoting economic, social, border trade, tourism, logistics, enhancing international connectivity and ensuring security and defense in border areas.

The Vice Chairman of the National Assembly requested the Government to direct ministries and branches to closely coordinate with the People's Committee of Nghe An province, absorb opinions of the National Assembly Standing Committee and the appraisal agency to complete the project dossier to submit to the National Assembly at the 10th Session.

He pointed out 5 groups of contents that need to be added, including: Clarifying the transportation needs on the East-West economic corridor and the Vinh - Thanh Thuy route in each phase to clarify the necessity and urgency of project investment.

Review the scope of investment scale and preliminary design plan. Clarify the basis for investment divergence of 60 km, scale of 4 lanes, optimal route plan, convenient connection with seaport system, airport, industrial parks, tourism, logistics centers. Invest in building a system of rest stops, smart traffic system, intersections, synchronous auxiliary works to ensure project investment efficiency.

The Vice Chairman of the National Assembly also requested clarification of compensation plans for resettlement and land use conversion, and careful review to minimize conversion of upstream protection forests and rice growing areas; and minimize negative impacts on national nature reserves, historical and cultural heritages.

Fully assess the impact on affected households; provide additional solutions to ensure livelihoods, vocational training, and job creation for people; ensure that the new resettlement site is better than or equivalent to the old site; clearly define the compensation schedule and responsibilities of authorities at all levels; and strengthen environmental monitoring during construction.

The National Assembly Standing Committee also requested a supplementary report on capital mobilization and capital balance of the project; clarifying the specific commitment of the Lao side on the progress of preparation and investment implementation of the Thanh Thuy - Vientiane route, ensuring the synchronous progress of both phases, both sides and the route. Clarifying the specific technical standards, lane size, and design speed that will be applied to the Thanh Thuy - Vientiane route, ensuring synchronization, connectivity and operational efficiency of the entire route.

The National Assembly Committee basically agrees with the special mechanisms and policies for the project, which have been allowed by the National Assembly to be applied to other important national projects. However, it is recommended to review them more carefully to avoid problems and shortcomings in the process of project implementation.
