The authorization for citizen reception of some ministries and branches is still too high.

In 2025, the authorization for deputies to receive citizens in a number of ministries and branches will still be quite common, accounting for an average of 66% of the prescribed number of days, higher than in 2024.

On the morning of December 9, continuing the tenth session, the National Assembly listened to reports on citizen reception and complaint and denunciation settlement in 2025.

Presenting the report of the National Assembly Standing Committee on the results of receiving citizens, handling petitions and supervising the settlement of complaints and denunciations sent to the National Assembly in 2025, Member of the National Assembly Standing Committee Duong Thanh Binh said: In 2025, the situation of citizens sending complaints, denunciations, recommendations and reflections to the agencies of the National Assembly and National Assembly delegations tended to decrease compared to 2024. However, the number of large groups coming to the places of citizen reception of National Assembly delegations increased by 62 groups compared to 2024.

During the reporting period, the agencies received 4,992 people coming to complain, denounce, petition, and reflect on 4,473 cases and there were 293 large groups, a decrease of 135 cases but an increase of 59 large groups compared to 2024.

Through citizen reception, the agencies issued 634 documents transferring citizens' petitions to competent authorities for settlement; provided written guidance for 244 petitions; directly explained, persuaded, and mobilized 3,244 citizens to comply with the judgments, conclusions, and settlement decisions of competent authorities.

Also according to Mr. Duong Thanh Binh, the agencies received a total of 30,305 petitions from citizens, a decrease of 1,907 petitions compared to 2024. After studying 6,256 petitions that were eligible for processing, the agencies transferred 3,369 petitions to competent authorities for settlement; issued guidance documents and responded to citizens for 1,450 petitions; and continued to study 1,010 petitions.

Based on the study of the content of citizens' petitions and the results of the settlement and responses of competent state agencies, the National Assembly agencies have urged, monitored and supervised the settlement of 260 cases.

According to reports from the Government, the Supreme People's Court, the Supreme People's Procuracy , the agencies have received 595 cases of complaints, denunciations, petitions and reflections from citizens transferred by the agencies of the National Assembly, the National Assembly delegations and National Assembly deputies. To date, the agencies have reviewed, resolved and responded to 343 cases, and are continuing to resolve 252 cases.

Reporting on the work of receiving citizens and handling administrative complaints and denunciations in 2025, Government Inspector General Doan Hong Phong said that administrative agencies received 340,720 visits, with a total of 382,843 people received in 283,615 cases, including 4,075 large groups.

Administrative agencies have processed 491,010/509,841 received applications; 411,192 applications are eligible for processing, accounting for 80.7% of the total number of applications processed. Administrative agencies have resolved 23,783/30,993 complaints and denunciations under their authority, reaching a rate of 76.7%.

However, the Government Inspector General said that in the work of receiving citizens, although there have been positive changes compared to before, some ministries, branches and commune-level localities have not yet ensured the number of days for heads to receive citizens according to regulations; the rate of authorization to receive citizens in ministries is still high (accounting for 66%); the qualifications, skills and professional expertise of some officers receiving citizens are still limited, not meeting the requirements in the new situation.

Regarding this issue, the inspection report of the Chairman of the National Assembly's Committee for Citizenship and Supervision, Duong Thanh Binh, proposed that the Government supplement and clarify the reasons for compliance with regulations on citizen reception by heads of ministries and branches to promote and commend those that comply well and rectify and consider responsibilities for those cases where heads have not fulfilled their responsibilities of citizen reception well.
