Could you please outline the core contents regarding socio -economic development as presented in the documents of the 14th Party Congress?
The documents of the 14th Party Congress clearly defined "two centenary goals," according to which, by 2030, Vietnam will become a developing country with modern industry and high middle income; and by 2045, it will become a developed country with high income.
At the same time, the document also sets the goal of striving to achieve an average annual growth rate of gross domestic product (GDP) of 10% or more for the period 2026-2030, with GDP per capita reaching approximately US$8,500.
The document outlined five strategic guiding principles, including many new aspects of socio-economic development. Notably, for the first time, it included the principle of "using development for stability, and stability to promote development," and emphasized the need for strategic autonomy and innovation in the development model; considering environmental protection as a central task alongside socio-economic development; and elevating foreign affairs and international integration to a crucial and ongoing priority.

The documents of the 14th National Congress also set forth the viewpoint on establishing a new growth model, promoting industrialization and modernization, taking science , technology, innovation, and national digital transformation as the main driving force, and developing the private economy as the most important driving force; perfecting development institutions associated with the simultaneous implementation of the four transformations (digital transformation, green transformation, energy transformation, and transformation of the structure and quality of human resources).
In addition, the 14th National Congress outlined many major and specific contents regarding the improvement of institutions, the building of a socialist rule of law state, the reform of the growth model, the use of science and technology, innovation and digital transformation as the main driving forces, the development of culture and people, the assurance of national defense and security, the promotion of foreign relations and international integration, and the building of national unity.
In particular, the Congress emphasized the continued focus on successfully implementing the three strategic breakthroughs, with key priorities for the next five years.
Firstly, there needs to be a breakthrough in institutions and implementation, ensuring that policies are aligned with roadmaps, resources, and oversight. This involves not only perfecting the socialist-oriented market economy but also focusing on new issues such as digital transformation, green transformation, promoting thorough decentralization and delegation of power, developing new productive forces, and new models and methods of production and business.
Secondly, there is a breakthrough in high-quality human resources linked to science, technology, and innovation, through fundamental and comprehensive reforms in education and training, and the building of a learning society. The new focus is on attracting and utilizing talent, and building a high-quality workforce in high-tech and core technology sectors.
Thirdly, there is a breakthrough in synchronized and modern infrastructure, especially transportation, energy, and urban infrastructure linked to regional connectivity and sustainable development; shifting the focus to digital and data infrastructure, green infrastructure, etc.
One of the specific goals set forth by the 14th National Congress is to "strive to achieve an average annual growth rate of gross domestic product (GDP) of 10% or more for the period 2026-2030; and a per capita GDP of approximately US$8,500 per year by 2030." What solutions does the Central Policy and Strategy Committee propose to successfully achieve this goal, sir?
Currently, the Central Policy and Strategy Committee is urgently coordinating with ministries, sectors, localities, and relevant agencies to develop a plan to be submitted to the Second Plenum of the 14th Central Committee of the Communist Party of Vietnam to issue a Resolution on strategic solutions to promote "double-digit" economic growth associated with establishing a new growth model, and simultaneously submit an Action Program to implement the resolution.

To successfully achieve the "double-digit" economic growth target, the Central Policy and Strategy Committee advised on the synchronized and effective implementation of 10 key tasks and solutions.
This involves creating a high degree of consensus in awareness and action regarding the necessity and urgency of implementing breakthrough, synchronized, and revolutionary solutions to achieve high and sustainable growth, coupled with establishing a new growth model.
Secondly, we need to accelerate the transition to a new growth model, with breakthrough development in science and technology, innovation, and digital transformation as the main driving forces.
Thirdly, it is urgent and decisive to perfect the national governance model and development institutions; remove barriers and bottlenecks to unleash productive forces and unlock all resources; and carry out a revolution in improving the investment and business environment.
Fourth, we must ensure the fundamental elements for double-digit growth during the 2026-2030 period and continue rapid, sustainable growth until 2045. This includes securing investment capital for growth; ensuring the supply of electricity and other energy sources; ensuring a sufficient and qualified workforce; ensuring macroeconomic stability; and ensuring a synchronized and modern infrastructure system.
Fifth, we must promote industrialization and modernization in conjunction with a comprehensive, effective, and synchronized digital transformation across all sectors and fields.
Sixth, we must leverage the strategic role of the domestic market; comprehensively promote growth drivers from the demand side.
Seventh, it is about creating new momentum to promote the positive synergistic role of economic sectors on the basis of harmonious cooperation and competition.
Eighth, exploiting and effectively developing new development spaces in regions, growth poles, localities, and new economic models and methods is also an important task and solution.
Ninth, it involves substantive and proactive international integration, attracting and effectively utilizing resources from outside.
Finally, it is essential to enhance the effectiveness of combining the promotion of rapid economic growth with the assurance of national defense and security; ensuring social welfare; and protecting the ecological environment.
The new growth model is aligned with five key transformation processes.

The requirement for establishing a new growth model is to prioritize breakthrough development in science, technology, innovation, and digital transformation as the main driving force to achieve double-digit growth in the 2026-2030 period and continue rapid, sustainable growth until 2045.
Creating and promoting new growth drivers through the development of new economic models, specialized economic zone models, and new economic spaces and sectors; forming growth poles, key economic regions, new-generation cities, and special economic zones.
Accordingly, it is necessary to shift the growth model from extensive to one based on improving productivity, quality, efficiency, and competitiveness. This includes focusing on increasing labor productivity (reaching approximately 8.5% per year compared to the current 5-6%), increasing the contribution of total factor productivity (TFP) to economic growth to over 55% (compared to the current approximately 47%), improving the efficiency of investment capital utilization to reduce the current ICOR from approximately 6.4 to around 4-4.5; creating and promoting new growth drivers from the development of new economic models, specialized economic zones, and new economic spaces and sectors; and forming growth poles, key economic regions, and new-generation cities and special economic zones.

The new growth model needs to be based on two important pillars: a proactive state, modern development institutions, and national knowledge, science, technology, and innovation capacity.
At the same time, it is necessary to strongly promote the driving, pioneering, and leading role of the state-owned economy; the most important driving force of the private economy, the dual driving force from the export and domestic markets; closely and effectively combine new growth drivers and traditional growth drivers, between attracting external resources and mobilizing internal resources, in which external resources are important and breakthrough, but internal resources are decisive.
Finally, the new growth model needs to ensure synchronization with five key transformation processes: national governance transformation, digital transformation, green transformation, structural transformation, and labor transformation.
