In carrying out personnel work, at each stage, the Party Executive Committee of Van Don district sets out specific tasks and goals in line with reality, ensuring that all cadres, especially leaders, must truly have intelligence, qualities, prestige, integrity, leadership capacity and high fighting spirit, meeting leadership requirements and equal to the tasks in the new situation.
The Executive Committee of the Van Don District Party Committee issued Resolution No. 15-NQ/HU (dated July 5, 2023) on building a contingent of cadres at all levels by 2025, with a vision to 2030, to meet the requirements of tasks in the new situation. The Resolution sets out 6 solutions to build a contingent of cadres at all levels in the district that is truly strong, has leadership capacity, high fighting strength, and meets the requirements of tasks in the new situation.
The resolution was thoroughly grasped and widely deployed to all branches, grassroots party committees and party members in the entire party committee, creating unity and synchronization in reviewing and planning cadre work, ensuring comprehensiveness, connectivity, democracy, impartiality, objectivity and transparency. In particular, the district focused on discovering new factors with virtue, talent, prestige and prospects through practical activities, especially young cadres, female cadres and cadres who are ethnic minorities.
Closely following the cadre planning for the 2020-2025 (2021-2026) period, Van Don District Party Committee fully implemented the introduction procedures and proposed the Provincial Party Committee Standing Committee to approve 117 cadres under the management of the Provincial Party Committee Standing Committee; The District Party Committee approved 751 cadres planned for Party committee, leadership and management positions for the 2020-2025 (2021-2026) period and 619 cadres planned for Party committee, leadership and management positions for the 2025-2030 (2026-2031) period.
Comrade Hoang Quoc Khanh, Head of the Organization Board of Van Don District Party Committee, said: The District Party Committee regularly inspects and closely monitors the work of cadres, thereby promptly removing from the planning cadres who do not meet the standards and conditions, do not complete their tasks, and violate Party regulations and State laws.
For cadres in the planning, Van Don District Party Committee regularly sends them for training, fostering, and coaching to improve their political level, professional expertise, leadership skills, and update new knowledge. From 2023 to present, Van Don District Party Committee has proposed that the Provincial Party Committee send 16 cadres to attend advanced political theory classes; send 29 cadres to attend intermediate political theory classes. At the same time, many cadres are sent to attend training classes on national defense and security knowledge, and reserve classes for leadership and management positions under the management of the Provincial Party Committee Standing Committee, etc.
Through training and fostering, Van Don district cadres are increasingly proficient in their expertise and profession, accumulating a lot of experience in handling work; their ideology and ethics are clear, their political will is firm in the face of traditional and non-traditional security threats, and they are determined to fight against erroneous and hostile viewpoints, protecting the Party's ideological foundation in the new period.
In order for cadres to have the opportunity to be trained, practiced, and challenged, especially in new working environments with many pressures, contributing to improving their qualifications, every year the Van Don District Party Committee reviews, mobilizes, and rotates cadres in the planning area. From the beginning of the 2020-2025 term up to now, the Standing Committee of the District Party Committee has mobilized and rotated 77 cadres under the management of the Standing Committee of the District Party Committee, of which 11 comrades were transferred from the district to the grassroots level, 3 comrades were transferred from the commune to the district, 6 comrades were transferred from the commune to the commune, and 57 comrades were transferred from departments, offices, and units to other units.
According to the assessment of the Organizing Committee of Van Don District Party Committee, when being mobilized and rotated, many leaders and key cadres have promoted their capacity, strengths, and experience to effectively apply them at the grassroots, agencies, and units, successfully completing all assigned tasks. In particular, comrades who were mobilized and rotated to become Party Secretaries of communes and towns who are not local people have demonstrated their leadership and direction roles, gaining the sympathy and high trust of Party members and people.
Comrade Truong Manh Hung, Secretary of Van Don District Party Committee, said: Currently, the District Party Committee is focusing on reviewing and comprehensively evaluating the work of cadres to thoroughly prepare for the Party Congresses at all levels for the 2025-2030 term. The district's viewpoint is to select cadres who are exemplary in intelligence, qualities, prestige, young cadres, female cadres, and ethnic minorities to introduce to participate in the new Party Committee, in order to create a team of key cadres at all levels with high leadership capacity and fighting spirit, meeting the leadership requirements in the new situation.
