Comrade Nguyen Xuan Thang, Member of the Political Bureau, Director of the Ho Chi Minh National Political Academy, and Chairman of the Central Theoretical Council, spoke about the new points in the draft documents of the 14th Party Congress.
Speaking to the press at the international press conference on the 14th National Congress of the Party on the afternoon of January 14th, Comrade Nguyen Xuan Thang, Member of the Political Bureau, Director of the Ho Chi Minh National Political Academy, and Chairman of the Central Theoretical Council, stated that the draft documents for the 14th National Congress of the Party carry a very strong message, a very high degree of action, clear breakthroughs, and most importantly, very clear instructions for implementation.
Speaking about the new points in the draft documents for the 14th Party Congress, Comrade Nguyen Xuan Thang said that the draft documents for the 14th Party Congress are very comprehensive, encompassing all fields, with many new points from the content development and presentation of the documents to the organization and implementation of the documents right before the Congress.
First and foremost is the innovation in thinking, focusing on breakthroughs and institutional improvements to ensure rapid and sustainable national development. These are very new contents that previous documents have not addressed or have only addressed to a certain extent. In addition, the content of rapid and sustainable national development also has new points; in which the environment is emphasized as one of the three important pillars alongside the economy and society.
According to Comrade Nguyen Xuan Thang, a very new theme running throughout the draft Congress document is the establishment of a new growth model. "We must adapt to the major transformations of the world such as digital transformation, green transformation, energy transformation, and human resource transformation… This will help unleash our potential and advantages to improve the productivity and added value of the economy," he emphasized.
Furthermore, in its perspective on cultural and human development, the draft Congress document clearly defines this not only as a spiritual foundation but also as an intrinsic resource, strength, and driving force for national development.
Notably, for the first time, the draft document identifies national defense, security, and foreign affairs, along with promoting integration, as crucial and ongoing tasks. Comrade Nguyen Xuan Thang clearly stated that foreign affairs is not solely the responsibility of the diplomatic sector but of the entire political system. It is a matter related to attracting domestic and foreign resources for development, adapting to and exploiting conditions for national development in the context of Vietnam's deep integration into the international community. The diplomatic posture, along with the people's national defense posture and people's security posture, creates a very solid "three-legged stool."
In addition, the draft document also includes many other contents related to the fields of science, technology, innovation, and education and training, with many breakthroughs.

A key point mentioned by Comrade Nguyen Xuan Thang is that the viewpoints and ideas in the draft document have been more deeply concretized through a system of solutions and policies to ensure their implementation, right before the Congress. Previously, after the Congress, we would organize the dissemination of the Resolution, build an action program, and then develop an implementation plan… but this time, for the first time, we have integrated three reports: the Political Report, the Socio-Economic Report, and the Report on the Summary of Party Building and Implementation of the Party Charter into a single Political Report to be presented at the 14th Party Congress. This is accompanied by a very specific Action Program. The Action Program demonstrates the implementation of all the new contents in the Political Report, clearly identifying the responsibilities, agencies, units, tasks, resources, and timelines. “And we are already implementing it now, not just after the Congress. This is an unprecedented new point,” Comrade Nguyen Xuan Thang emphasized.
Regarding the three strategic breakthroughs, Comrade Nguyen Xuan Thang stated that the 13th National Congress Document identified three strategic breakthroughs: perfecting institutions, developing high-quality human resources, and building modern infrastructure. However, the draft 14th National Congress Document contains many new elements within the three strategic breakthroughs.
For example, when it comes to institutions, while the 13th National Congress spoke of a socialist-oriented market economy, the draft document for the 14th National Congress defines institutions for rapid and sustainable national development, focusing on perfecting the legal system, removing bottlenecks and obstacles in the development process, creating a legal environment that supports, fosters, and promotes development, shifting from an "administrative management" mindset to a "national governance" mindset for development. It not only removes bottlenecks but also focuses on promoting new institutions for innovation, science and technology, digital transformation, labor productivity, and total factor productivity (TFP)...
Regarding human resources this time, especially after the reorganization of local government into two levels, Comrade Nguyen Xuan Thang clearly stated that the focus on cadres is not only on strategic-level cadres, but also on comprehensively addressing cadres at the grassroots level.
Regarding infrastructure, it must be synchronized and create the best conditions for development. Previously, infrastructure was primarily focused on transportation infrastructure, but now it also encompasses energy infrastructure, digital infrastructure, and even climate change infrastructure… Transportation is no longer just about rail and road; it must move towards multimodal transport, aiming for the exploitation of the economy at the ground level, underground, at sea, and on land… This document carries a clear message and a high degree of action, representing a major breakthrough and clearly outlining the steps for implementation.
Comrade Nguyen Xuan Thang also added that the Politburo has requested clarification on 18 new points and solicited opinions from the Vietnam Fatherland Front, mass organizations, and the people, thereby spreading the spirit and leveraging the collective wisdom of the entire Party and people in this important draft document.
