
Growth in both domestic and international arrivals, expected to reach 84 million passengers
According to statistics from the Civil Aviation Authority of Vietnam, in the first 11 months of 2025, the total passenger market will reach more than 69 million, an increase of nearly 11% over the same period in 2024; cargo transport will reach more than 1 million tons, an increase of more than 18%.
In the domestic transport segment, airlines served nearly 31 million passengers and nearly 187 thousand tons of cargo, an increase of more than 7% in passengers and approximately the same as last year in cargo.

International transport continued to maintain growth momentum with more than 38 million passengers and more than 1 million tons of cargo, up more than 13% and nearly 23% respectively over the same period in 2024.
The Civil Aviation Authority of Vietnam assessed that these results were achieved thanks to the close guidance of the authorities, the efforts of aviation enterprises and the coordination of related units. In addition, the increasing demand for air travel and the expansion of cooperation in international exploitation also contributed to creating momentum for the market.
No aviation accidents in 11 months of 2025
Regarding the work of ensuring order and safety of aviation traffic, the Civil Aviation Authority of Vietnam said that in 2025, the unit has proactively and synchronously deployed tasks according to resolutions of the Party, National Assembly and Government, considering this a key direction in state management of civil aviation.
This agency is promoting the transition from the “compliance monitoring” model to “risk-based safety management”, in accordance with ICAO standards. Thanks to that, there were no aviation accidents in 11 months of 2025, safety monitoring work was maintained continuously, and the culture of safety reporting has improved a lot.
The Aviation Safety Risk Assessment Council (ASRMC) operates regularly, closely monitoring factors that may affect flight safety such as: lack of PW1100 engines on Airbus A320/1NEO, disruptions in the global supply chain, transportation of lithium battery equipment... Thereby, promptly issuing directives and solutions to limit risks to flight operations.
In addition, the Authority has implemented the 2025 Safety Monitoring Program for aircraft operators, aircraft maintenance organizations and aircraft equipment; and at the same time, built the National Aviation Safety Program for the period 2025-2028 in accordance with the orientation of the ICAO Global Aviation Safety Program. The Authority also worked with French civil aviation experts on a project to improve aviation safety monitoring capacity.
With positive results in transportation and flight safety control, Vietnam's aviation industry is forecast to continue to recover and grow steadily in the coming time.
