Increase tax on votive paper to protect the environment
On the morning of November 22, discussing the draft Law on Special Consumption Tax (amended), delegate Duong Minh Anh ( Hanoi delegation) expressed high agreement with the proposal to include votive paper and votive goods subject to special consumption tax.
The female delegate said that the practice of burning votive papers by people is becoming more and more popular, seriously affecting the environment and causing great waste.
Currently, the fine dust index in big cities, including Hanoi, is rising very high, greatly affecting people's health.
"Therefore, in addition to measures such as propaganda and mobilizing people to reduce burning votive paper, the measure of increasing special consumption tax on this item aims to gradually change people's behavior of burning votive paper, contributing to reducing emissions that cause environmental pollution," delegate Duong Minh Anh suggested.

The Hanoi delegation also requested the Drafting Committee to review and add items such as nylon bags, herbicides, and pesticides to the list of items subject to special consumption tax.
Delegate Duong Minh Anh also agreed to increase tax rates on alcohol and beer to limit alcohol abuse, which is harmful to people's health and social order and safety. This regulation will also reduce the burden of medical costs for people due to the harmful effects of alcohol and beer, and keep people safe when participating in traffic.

Discussing in the group the application of a 10% tax rate for air conditioners with a capacity of 90,000 BTU or less, delegate Duong Khac Mai ( Dak Nong delegation) said that currently, air conditioners with a capacity of 90,000 BTU or less have become an essential need of the people.
Temperatures are rising not only in the Central region but also throughout the country. Especially in the summer, Vietnam's tropical, hot and humid climate is different from other countries such as Norway and South Korea (which have temperate and cold climates) that are taxing this product.

"I propose to consider making air conditioners with a capacity of 90,000 BTU or less exempt from tax, and at the same time, take measures to raise people's awareness of saving electricity, contributing to environmental protection," delegate Duong Khac Mai proposed.
Delegate Leo Thi Lich (Bac Giang delegation) was concerned that items such as air conditioners must be subject to special consumption tax. For example, air conditioners with a capacity of less than 12,000 BTU are used for normal living activities, and the beneficiaries, including students, are not suitable for taxation.
The female delegate stated that taxing air conditioners used for production with large capacity is reasonable. Therefore, air conditioners under 12,000 BTU should not be subject to tax.
Ms. Lich also agreed to tax sugary soft drinks because sugary soft drinks have a huge impact on the nutrition of children and adults. In addition, for luxury goods that bring high profits such as products made from rare animals listed in the Red Book such as pangolins and rhinos, taxes must be imposed to protect the environment and rare animals, avoiding the destruction of rare animals to make luxury products.
