The program was attended and directed by Colonel Nguyen Huu Minh, Member of the Standing Committee and Deputy Political Commissar of the 4th Naval Region. Also in attendance were representatives from agencies and units throughout the region; more than 1,000 officers and soldiers, along with numerous artists, actors, and relatives of officers and soldiers of Brigade 146.

With a three-part structure: "Truong Sa – Where the Waves Call the Name of the Fatherland," "The Naval Soldier – Courage and Heart," and "Proud Vietnam – Steadfast Steps Towards the Future," the program was elaborately staged, rich in artistic merit, and harmoniously combined singing, dancing, music, and stage performance. The performances vividly recreated the sacred image of Truong Sa, profoundly portraying the noble qualities of the naval soldiers – the steadfast and unwavering "living landmarks" at the forefront of the waves and winds.

Through this program, officers, soldiers, and delegates in attendance felt even more proud of the 48-year journey of building, fighting, and maturing of Brigade 146 – the unit directly carrying out missions in the Truong Sa archipelago. The unit's victories and achievements are vivid evidence of the will, courage, solidarity, and silent sacrifices of generations of officers and soldiers in the cause of protecting the sovereignty of the nation's seas and islands.
The program is not only a meaningful cultural and artistic activity but also contributes to educating about traditions, fostering revolutionary ideals, and instilling pride, responsibility, and determination in officers and soldiers, preparing them to readily accept and successfully complete all assigned tasks.
