(QNO) - On the afternoon of July 15, at the hall of Thang Binh District Party Committee, the provincial working delegation led by comrade Le Van Dung - Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Deputy Head of the Standing Committee of the Steering Committee on promoting compensation and site clearance (GPMB) for key projects in the province in the period of 2021 - 2025 had a working session with Thang Binh, Hiep Duc, Phuoc Son districts and the Vietnam Road Administration, Project Management Board 4 on the progress of GPMB of the project to renovate and upgrade National Highway 14E (section km15+270 - km89+700).
The delegation included members of the Provincial Party Standing Committee: Tran Xuan Vinh - Vice Chairman of the Provincial People's Council; Nguyen Hong Quang - Vice Chairman of the Provincial People's Committee; Nguyen Thi Thu Lan - Head of the Provincial Party Committee's Propaganda Department. The project investor representative was Mr. Nguyen Xuan Anh - Deputy Director of the Vietnam Road Administration.
Reporting on the progress of land acquisition and clearance and the existing problems and difficulties in compensation, support and resettlement of the project to renovate and upgrade National Highway 14E through the 3 districts mentioned above, Deputy Director of the Department of Natural Resources and Environment - Mr. Nguyen Truong Son said that in Thang Binh district, the surveying consultancy unit is implementing cadastral surveying; in Binh Lanh commune alone, the surveying dossier has been completed and sent back to the Provincial Department of Land Management for appraisal.
Thang Binh has directed the compensation unit to invite people, collect legal documents on land, population, citizen identification and conduct inventory in parallel with agricultural land.

Also in Thang Binh, the compensation unit and Binh Dinh Bac commune invited people to agree to return 5% of the land managed by the locality and receive support money for crops and trees on the land. Thanks to that, the locality was able to hand over 1,090m on the left side of the route to Project Management Board 4 and the construction unit currently working on the site. The relocation of technical infrastructure on the route is in the process of completing the plan, or agreeing on the relocation plan.
In Hiep Duc district, the cadastral survey work has been completed and is being submitted to the Department of Industry and Trade for appraisal; specific land prices are being determined in 4 communes in the area to serve as a basis for compensation and site clearance.
Coordinate with Hiep Duc Power Company and telecommunications units to make statistics and plan to relocate affected towers and lines. The district has handed over the section of km44+744-km44+969 (225m long) to hold a ceremony to start the project and hand over Hiep Duc bridge. Hold a meeting with the people to agree and complete the pre-counting of 7 affected households in the area of Ba Huynh bridge and Xe Con bridge with a total length of about 1km in Tra Huynh village (Song Tra commune).
In Phuoc Son district, the cadastral survey file through Phuoc Hiep commune has been approved by the Department of Natural Resources and Environment. For the section through Phuoc Hoa and Phuoc Xuan communes, the consulting unit is completing the file according to the request of the functional sector, and will complete the approval by the end of May 2023. The locality has also conducted a specific review of cases of complete clearance, or partially affected houses but when the project is completed, it is impossible to build a house to stay due to objective factors, and at the same time, consulted the people on the resettlement plan. Mobilized 9 households and individuals to agree to sign a commitment to hand over 1.2km of the route km62+926-km64+200 in advance.
Speaking at the meeting, the leader of Thang Binh district proposed that the provincial leader approve the budget estimate for hiring consultants to determine land prices and approve specific land prices for each commune. At the same time, he proposed to relocate the power system; to allow the district to temporarily relocate the existing lighting system out of the project area, continuing to provide lighting to ensure people's travel during the road construction process. Hiep Duc district proposed that the Department of Industry and Trade support and promptly approve the cadastral map excerpt of the remaining communes so that the district has a basis to implement the next steps.
Phuoc Son proposed to unify the policy for the district to prepare a budget for the relocation of Son Ca Kindergarten - Lao Mung village school (Phuoc Xuan commune), and include it in the compensation plan to have funds for relocation and reconstruction. Allow the district to clear and relocate all land, houses, and assets on the land of 5 households whose houses were partially affected in Phuoc Hiep commune, because the remaining area located close to the bank of the Truong Giang River has seriously eroded and is at risk of further erosion; after the project is completed, the road safety corridor will almost cover the entire depth of the land plots.
The representative of Project Management Board 4 recommended that the 3 districts should speed up the disbursement of land acquisition and clearance funds, because since January, the districts have registered to disburse a total of 44 billion VND, but have only disbursed 1.1 billion VND in advance. Allow each section to be relocated, affecting electricity, water, and telecommunications works, in order of priority.
Sectors and technical infrastructure units also gave opinions and explanations related to the recommendations of localities and related units. Steering committee members also gave opinions and ways to remove obstacles in land acquisition and clearance of the project.
Speaking at the meeting, comrade Le Van Dung said that this was the second meeting of the provincial steering committee regarding compensation and site clearance for the project to renovate and upgrade National Highway 14E.
Comrade Le Van Dung requested that localities must unify the method of site clearance by doing the easy things first, then the difficult things later; site clearance must be handed over to start construction.
Comrade Le Van Dung requested that localities must mobilize the entire political system to participate synchronously and resolutely. No one involved is allowed to discuss or stand aside; if there is such a mindset, it must be reviewed and strictly handled because this is a key national project. Those responsible must have a firm grasp of the work and progress of implementation in their localities. Relevant sectors of the province must pay close attention, closely support and guide localities to remove obstacles in compensation and site clearance of the project.
