Attending the ceremony were Mr. Nguyen Hoang Long - Deputy Minister of Industry and Trade; Mr. Pham Nguyen Hung - Director of Electricity Department (Ministry of Industry and Trade); Mr. Vu Hong Phuong - Director of State Enterprise Development Department ( Ministry of Finance ).

On the side of Vietnam Electricity Group (EVN), there were Mr. Vo Hong Linh - Member of the Board of Members; Mr. Nguyen Xuan Nam - Deputy General Director; Mr. Nguyen Dinh Phuoc - Chief Accountant of EVN.

On the VDB side, there were Mr. Le Van Hoan - Chairman of the Board of Directors, Mr. Dao Quang Truong - General Director, Deputy General Directors, leaders of departments and affiliated units.

On the EVNNPT side, there were Mr. Nguyen Tuan Tung - Chairman of the Board of Directors, Mr. Pham Le Phu - General Director, Standing Deputy Secretary of the Party Committee, members of the Board of Directors, Deputy General Directors, Chief Accountant, leaders of departments and units of EVNNPT.

According to the signed Agreement, VDB and EVNNPT identify themselves as comprehensive partners, wishing to cooperate on the basis of each party's capacity, business strategy and strengths. The two parties commit to maintaining comprehensive, long-term, effective and mutually beneficial cooperation in related fields of operation towards the goals of VDB and EVNNPT in the process of operation and development.

VDB and EVNNPT jointly promote activities to support each other in expanding and developing each party's operations to optimally exploit the strengths of each party.

VDB and EVNNPT cooperate in financing state investment credit capital to implement investment projects invested by EVNNPT in the list of projects eligible for state investment credit loans issued together with the Government 's Decree on state investment credit and in accordance with relevant legal provisions.

According to the adjusted Power Plan VIII approved by the Prime Minister , from now until 2030, EVNNPT needs to mobilize about 30-40 trillion VND per year to invest in power transmission projects, of which the need for bank loans accounts for about 20-30 trillion VND per year. To meet this huge investment demand, EVNNPT is actively diversifying forms of capital arrangement such as: ODA loans, domestic and foreign commercial loans, preferential loans from the Vietnam Development Bank, etc.

The Chairman of EVNNPT's Board of Directors said: The traditional, effective and trustworthy cooperative relationship between VDB and EVNNPT has been nurtured over many years. In May 2025, VDB and EVNNPT signed the first cooperation agreement to arrange capital for 22 projects with a total loan amount of about 20 trillion VND. Up to now, thanks to the active and effective coordination, the two sides have signed credit contracts to finance two very important projects with a total amount of 1,239 billion VND. It is expected that from now until the end of 2025, they will continue to sign contracts for nearly 10 projects with a total loan amount of about 4 trillion VND.

In particular, the signing of the Cooperation Agreement on capital arrangement for nearly 80 projects with a total expected loan value of about 105 trillion VND continues to affirm the valuable and effective companionship and support from VDB to EVNNPT in the mission of ensuring national energy security. EVNNPT commits to effectively and properly using the funding sources from VDB, ensuring the progress and quality of key projects.

Speaking at the signing ceremony, Mr. Le Van Hoan - Chairman of the Board of Directors of VDB said: EVNNPT is a close partner and companion of VDB's development in the past and in the coming years. Over the past 19 years, VDB has been and will continue to affirm its position as a financial institution with the mission of providing long-term capital for infrastructure development investment, in which the Electricity industry is one of the industries that VDB is particularly interested in.

The signing of this cooperation agreement marks a new phase of cooperation for VDB and EVNNPT to join the country in entering a new era, an era of national development. Mr. Le Van Hoan affirmed that VDB is committed to preparing long-term capital to meet the resources for EVNNPT's projects in the spirit of support, ensuring the harmony of interests between the two sides.

Speaking at the ceremony, Deputy Minister of Industry and Trade Nguyen Hoang Long assessed: The signing ceremony of the cooperation agreement on State investment credit funding between VDB and EVNNPT is an important milestone in the cooperative relationship between the two sides, opening a new phase of cooperation, aiming to best exploit the potential of each side. This cooperation will help to unlock State investment credit sources according to the Government's regulations, contributing to promoting the country's socio-economic development, improving people's lives, creating a premise for production and life sectors.

Deputy Minister of Industry and Trade Nguyen Hoang Long said: This is the largest credit cooperation ever of EVNNPT, demonstrating the close connection between the Groups and Corporations; the Ministry of Industry and Trade firmly believes that this cooperation will be very successful, contributing to ensuring national energy security.
