With the motto "Taking people's satisfaction as a measure of evaluation in handling administrative procedures", the Public Service Center of Vinh Hoa Hung commune constantly strives to improve the quality of its operations, providing people and businesses with friendly, fast and effective public services, contributing to building a professional, modern administration, wholeheartedly serving the people. Vice Chairman of the People's Committee of Vinh Hoa Hung commune, Thai Thi Tu, said: "The Party Committee and People's Committee of the commune always pay close attention to and direct the reform of administrative procedures, considering this a key and continuous task in building a government serving the people. All reforms and investments are aimed at the ultimate goal of serving the people better. The government will be a companion of the people in all areas of life".
To improve operational efficiency and service quality, the Commune Public Service Center has implemented many innovative solutions and models suitable for the actual situation and highly appreciated by the people. Entering the stage of strong digital transformation, Vinh Hoa Hung commune has promoted the application of information technology in all stages from receiving, processing to returning administrative procedure results. The Center fully posted on the Provincial Online Public Service Portal 396 administrative procedures under the authority of the Commune People's Committee, reaching 100%; synchronously implemented the digitization of administrative records for newly arising records, to date the digitization rate has reached over 97%. Electronic archiving and file management on the software system are strictly maintained, serving fast, accurate lookup, saving time and costs, contributing to promoting digital transformation in state administrative management at the grassroots level.
At the center, priority counters are set up for the elderly, people with revolutionary contributions, pregnant women, people with disabilities and other special subjects in the process of accessing and resolving administrative procedures. Priority people do not need to take a queue number, but are guided and receive their documents immediately, helping to shorten waiting time and increase convenience in the transaction process. Along with that, the center has implemented the model of "Going to the house to support the elderly in resolving administrative procedures". This is a step forward in administrative reform, bringing public services closer to the people, especially the disadvantaged in society.
The initial success of the Vinh Hoa Hung Commune Public Administration Center is not accidental, it is the result of a process of continuous efforts and strong direction from leaders at all levels. From July 1 to 11:00 a.m. on November 17, 2025, the center received and returned results of 5,811 records, of which 1,703 records were received online, over 89% of online records were returned before the deadline. For many consecutive weeks, the Vinh Hoa Hung Commune Public Administration Center was ranked excellent in handling administrative procedures; from mid-September 2025, it maintained its top position, at one point the center ranked first among 102 communes, wards, and special zones in the whole province.
"Score points" with people about service spirit
On Monday afternoon, many people came to the Vinh Hoa Hung Commune Public Service Center to resolve administrative procedures. People were assisted by union members, youths, and civil servants in the procedures of entering queue numbers, looking up administrative procedures, and completing online applications on the National Public Service Portal. At the counters, civil servants consulted and explained in detail to people about the authority and procedures for resolving administrative procedures.
Deputy Director of the Public Service Center of Vinh Hoa Hung Commune, Lam Hong Khai, said: “We identify the center as not only a place to receive and return results of administrative procedures, but also a place to demonstrate the government's spirit of service to the people. Therefore, each cadre and civil servant always upholds the spirit and standard attitude, wholeheartedly guides so that people feel most satisfied when coming to contact and perform administrative procedures.”
The Public Service Center of Vinh Hoa Hung commune has 4 official positions. In the condition of lack of staff and large workload, each officer and civil servant arranges their time scientifically and flexibly in processing records and administrative procedures and shares the work together to complete the task well. Not only good at professional skills, the officers and civil servants of the center always strive, work with the spirit of "no work, no time off", close, listen, wholeheartedly serve the people.
Since its establishment, the Public Service Center of Vinh Hoa Hung commune has not received any negative feedback or complaints from the people about annoying or harassing behavior. The satisfaction rate with the attitude and service style reached 99.4%. Mr. Phan Thanh Trung, resident of Vinh Hoa Hung commune, shared: “I came to the center to do land records. The staff receiving the records were very cheerful, gave enthusiastic and clear instructions and resolved the matter quickly, I am very satisfied. The working space is friendly, while waiting for the results of the records, there are also free drinks and candies.”
