On the afternoon of March 25, according to information from the Traffic Police Department ( Ministry of Public Security ), at 1:29 a.m. on March 13, at km119, National Highway 18, Ha Long City, Quang Ninh, Ms. Nguyen Thi H. (residing in Uong Bi City) was asked by Traffic Police Team No. 2, Road and Railway Traffic Police Department (Quang Ninh Provincial Police) to stop the vehicle and check the alcohol concentration.
At the time of the test, Ms. H.'s alcohol level was 0.469 mg/liter of breath, exceeding the highest penalty for alcohol concentration violations.
For this violation, Ms. H. was fined 35 million VND, had her car impounded for 10 days and had her driver's license revoked for 23 months.

Similarly, at around 9:00 p.m. on March 19, at km 114+600, the Traffic Police of Quang Ninh Province inspected the car with license plate number 14A-196.67 and discovered that driver Nguyen Thi TL (residing in Bai Chay Ward, Ha Long City, Quang Ninh) had a breath alcohol concentration of 0.535 mg/liter of breath. This is also the highest level of alcohol concentration violation.
When being handled, both Ms. H. and Ms. TL said that at night, from 10:00 p.m. onwards, the authorities were no longer working, so they still recklessly drove home.
According to the Traffic Police Department, increasing the level of penalties for alcohol violations, both in terms of fines and additional penalties of revoking the right to use a driver's license, and promoting the propaganda campaign "don't drive after drinking alcohol" has had a positive effect, changing the awareness of traffic participants, and the number of alcohol violations has decreased significantly.
However, there are still some drivers who comply with the law in a defiant manner. If the traffic police work continuously and strictly, the drivers will comply seriously, but if there are no traffic police or late at night or early in the morning, they will immediately violate the law. In addition, drivers also inform each other of the time and location of the traffic police checkpoints to check alcohol concentration so that they can drive on other routes to avoid being checked.
In just the first 3 months of 2023, the Traffic Police force of Quang Ninh province detected and handled nearly 1,800 cases of alcohol concentration violations, fined nearly 10 billion VND, and detained 1,738 vehicles.
