The Ministry of Education and Training has just sent a document to a number of Departments of Education and Training to solicit comments on the draft Circular amending and supplementing Circular 29/2024 regulating extra teaching and learning. According to the Ministry of Education and Training, the amended and supplemented contents of Circular 29 are intended to ensure that they meet practical requirements in the management of extra teaching and learning.
The explanation of the Ministry of Education and Training is that according to Circular 29, there are three subjects that are allowed to teach and study extra in schools without collecting tuition fees from students and are only for students who register for extra classes by subject, including: Students whose study results for the last subject of the adjacent semester are not at the standard level; students selected by the school to train excellent students; final grade students who voluntarily register for entrance exam review and graduation exam review according to the school's education plan. With the prescribed duration, each subject is allowed to be taught extra classes for no more than 2 periods/week.
However, during the implementation process, the Ministry of Education and Training plans to adjust and amend the above regulations in the direction of: Allowing more flexibility in the duration of extra teaching in schools, by giving the Director of the Department of Education and Training the authority to decide on cases at the request of the school principal.

According to the Ministry of Education and Training, amending and supplementing regulations on extra teaching and learning in Circular 29 helps students eliminate the tendency to overemphasize certain subjects, aiming to eliminate the disease of achievement in education.
Specifically, the school principal, based on the practical conditions of the school (in terms of facilities, teaching staff, time to organize the second session of teaching according to the school's educational plan, allocated budget...) to consider the necessity and appropriateness of adding more teaching and learning time for some students of the school to propose to the Director of the Department of Education and Training to consider and decide for the benefit of the students. This amendment and supplement still ensures the core principle of Circular No. 29 on the management of extra teaching and learning in schools: not collecting money from students, not increasing learning pressure, not restricting students' right to study; enhancing and improving the quality of regular school hours, dedicating time and space for students to experience, practice, and train through educational activities according to their individual needs for comprehensive development.
Also according to the Ministry of Education and Training, the proposed regulations are to be supplemented and amended to provide stricter regulations on reporting of teachers participating in extracurricular teaching. Accordingly, regulations on regular updates on the electronic information portal or posting at the place where the extracurricular teaching facility is located when publicizing information on extracurricular teaching and learning organizations outside of school will be added to increase the effectiveness of timely supervision by society.
Teachers who are teaching at schools when participating in extracurricular teaching outside of school must report regularly. Accordingly, teachers must report before starting and update the report when there is a change in one of the report contents. This regulation aims to strengthen the management responsibility of the principal.
Ho Chi Minh City: Expected many new regulations on extra teaching and learning after mergerIn particular, the draft circular amends and supplements the responsibilities of the People's Committees at the commune level (transferring the responsibilities of the People's Committees at the district level to the People's Committees at the commune level) and at the provincial level to be consistent with the implementation of two-level local government. According to the Ministry of Education and Training, the amendment and supplementation of the circular is for the benefit of students, in accordance with the Law on Teachers No. 73/2025 when it strictly prohibits teachers from "Forcing students to participate in extra classes in any form", and preserves the image and dignity of teachers according to the provisions of the Law on Education 2019 on prohibited acts in educational institutions.
The amendment and supplementation of Circular No. 29 also contributes to ensuring legitimate and fair interests among teachers teaching different subjects in schools; helping students eliminate the tendency to emphasize certain subjects, aiming to eliminate the disease of achievement in education.
