Why are a series of key transport projects in Quang Ninh behind schedule?

List of "stalled" transportation projects

The project to expand provincial road 334 in Van Don district was approved by the People's Committee of Quang Ninh province on December 2, 2020. It is a level II traffic project with a design speed of 50 km/h, a total length of 9.506 km, a roadbed width of 24-44 m, and a design of 6 lanes.

The project has a total investment of nearly 1,500 billion VND, implemented in the 2021-2024 period from the provincial budget, invested by the Quang Ninh Provincial Traffic Construction Investment Project Management Board (PMU), and is expected to be completed in mid-2023.

Due to lack of construction site, the provincial road 334 project in Van Don island district has to be continuously extended.

However, by the end of 2023, despite nearly three years of construction, the project has only reached about 55% of its volume. Of which, two bridges on the route have been basically completed, and the road section has been paved with asphalt for nearly 2.7km from Sonasea Van Don Harbor City Urban Area to Cai Bau Pagoda.

To implement this project, Van Don district must reclaim about 42.13 hectares, involving 451 households and organizations, but up to now, the People's Committee of Van Don district has only approved the compensation and site clearance plan for nearly 60%.

Therefore, the initial locations of Provincial Road 334 cannot be constructed due to land acquisition issues, and the final section of the route must stop construction from April 2023 to the end of 2023 due to lack of fill soil. Currently, the project has been extended to 2024.

Or the riverside road project phase 1 in Quang Yen town has a total investment of over 2,100 billion VND, invested by the Project Management Board of Investment and Construction of Civil and Industrial Works of Quang Ninh province, designed as a level III plain road, 11.42km long, 15m wide roadbed, 4 lanes.

The project started in June 2021 and is expected to be completed in October 2023, affecting 966 households and 2 organizations in 7 communes and wards, with a total recovered area of 72.3 hectares, of which 204 households will have their residential land recovered.

Currently, this project is still facing many problems in site clearance, so many sections cannot be constructed.

In reality, in Quang Ninh, there are still some dynamic transport projects that are behind schedule, such as the Ha Long Green Interchange project with a total investment of more than 760 billion VND; the road connecting Van Don - Mong Cai Expressway to Van Ninh Port with a total investment of over 500 billion VND...

Solving the shortage of landfill materials

According to Mr. Nguyen Manh Cuong, Director of the Department of Planning and Investment of Quang Ninh province, the implementation of a number of projects in general, and traffic works in particular, in the area in 2023 encountered difficulties and was behind schedule due to many reasons.

Subjectively, due to the lack of materials for filling and converting forest use purposes. This is considered a difficulty and obstacle nationwide and belongs to the group of contents related to institutions and policies.

In fact, in Quang Ninh, the procedures for granting a mining license take about 300 days. Of which, the delimited mine takes about 310 days and the auctioned mine takes 330 days, not including the time for converting forest use purposes (if any).

Typically, the granting of Bac Son mine in Uong Bi city to serve projects, although strongly directed by the People's Committee of Quang Ninh province, it took nearly 8 months since the suspension (January 19, 2023) to complete the procedures.

Therefore, although the capital for the first phase of the riverside road project was allocated at the beginning of the year, it was not until August 2023 (after the Bac Son mine was re-licensed) that the procedures for organizing the selection of contractors for the roadbed packages were completed.

The source of mine waste soil and rock in Quang Ninh is being proposed by the local authority to be used as landfill material.

In addition, the large shortage of sand for filling in some projects in Quang Ninh is also due to Phu Tho province's document temporarily suspending sand exploitation at three legally qualified mines, causing this locality to be greatly affected, affecting the progress of many projects.

Typically, the project connecting the Ha Long - Hai Phong expressway to provincial road 338, phase 1 in Quang Yen town has a total demand for fill soil of 1.3 million m3, to ensure progress, about 6,000 m3/day is needed. However, at the time of 8 months of 2023, only 1,000-1,200 m3/day was met. After a period of finding solutions from various sources, in the last months of 2023, 3,500-4,000 m3/day was met, basically ensuring the demand.

Or as for the source of sand for projects, if in the first 8 months of 2023, the supply of sand for filling in Quang Ninh was only guaranteed at about 40,000m3/year. In the last months of 2023, this locality has ensured a supply of about 100,000m3/year, but still cannot ensure the actual demand of projects in the area of 1.5 million m3/year.

According to Mr. Cuong, one of the fundamental solutions to ensure the source of land for filling projects that this locality has been implementing is to research and propose to competent authorities to agree to take the source of coal mining waste in Ha Long City, Cam Pha and Dong Trieu Town.

"Quang Ninh Province authorities have researched and identified dozens of mine waste sites for exploitation and recovery as landfill materials, including them in the environmental protection plan in Quang Ninh Province's Planning. When these mine waste sites are exploited, they will contribute significantly to preventing Quang Ninh's transport projects from having to "eat and drink" landfill materials as in the past," Mr. Cuong affirmed.
