On the afternoon of November 28, the Hanoi Party Committee held a conference to announce the Politburo 's decision on personnel work.
At the conference, Mr. Nguyen Quang Duong, Deputy Head of the Central Organizing Committee, said that recently, due to unavoidable and sudden reasons arising from health issues and based on the personal wishes of Mr. Nguyen Duc Trung, the Politburo decided to let Mr. Nguyen Duc Trung resign from the Executive Committee, the Standing Committee and from the position of Deputy Secretary of the Hanoi Party Committee.
The Politburo assigned Mr. Nguyen Duc Trung to hold the position of Deputy Head of the Central Policy and Strategy Committee.

At the conference, Mr. Nguyen Quang Duong also announced the Politburo's decision to remove Mr. Vu Dai Thang from the Executive Committee, Standing Committee and from the position of Secretary of the Quang Ninh Provincial Party Committee for the 2025-2030 term.
The Politburo also mobilized, assigned, and appointed Mr. Vu Dai Thang to participate in the Party Executive Committee, the Standing Committee of the Hanoi Party Committee, to hold the position of Deputy Secretary of the Hanoi Party Committee, term 2025-2030.

Mr. Nguyen Duc Trung was born on March 21, 1974, in Thanh Hoa province. He has a Master's degree in economics.
Mr. Trung worked for a long time at the Ministry of Planning and Investment (formerly) and held positions such as Director of the Department of Organization and Personnel, Director of the Department of Local and Territorial Economy, and Director of the Department of Infrastructure and Urban Areas.
From January 2019 to February 2020, he held the position of Deputy Minister of Planning and Investment.
From March 2020 to November 2024, he held the position of Chairman of the People's Committee of Nghe An province. On November 11, 2024, he was elected to hold the position of Secretary of the Nghe An Provincial Party Committee.
After the Hanoi Party Committee announced the Politburo's decision to transfer and appoint Mr. Nguyen Duc Trung to hold the position of Deputy Secretary of the Hanoi Party Committee, on the afternoon of November 13, the City People's Council elected Mr. Nguyen Duc Trung to hold the position of Chairman of the Hanoi People's Committee for the 2021-2026 term.
