"Hanging" for more than 20 years
In 1997, the Chief Architect of the City issued a document on the agreement to approve the master plan of the residential area in Binh An Ward, District 2 (now An Khanh Ward, Thu Duc City) with a total land area of nearly 33,000m2, of which residential land is nearly 16,000m2, public works land is more than 800m2, traffic land is more than 11,000m2, green land is more than 5,000m2, the total construction area is more than 7,000m2 (including 63 villas and townhouses with gardens, area from 160m2 to 450m2/plot).
On March 11, 1998, the Ministry of Construction issued document No. 305CV-BXD approving the proposal of the Ho Chi Minh City People's Committee to approve the infrastructure of the housing area for civil servants. On March 24, 1998, the Ho Chi Minh City People's Committee issued a decision to invest in the construction of the project's infrastructure, with an area of nearly 3 hectares, using self-owned capital and capital from customers.
On December 9, 1998, the Prime Minister issued a decision to reclaim more than 30,000m2 and hand over the land to Truong Thinh Construction - Embroidery Company for use as mentioned above. After the 1/500 adjusted planning of the project was approved by the Ho Chi Minh City People's Committee, the People's Committee of District 2 (now Thu Duc City) issued a decision approving the detailed construction planning at a scale of 1/500.
Project status.
On May 14, 2004, the Compensation Council for Site Clearance Damage of the project issued Plan No. 34/PA-HDBT on compensation, support for damage and resettlement in the project's infrastructure construction investment project, invested by Truong Thinh Construction - Garment and Embroidery Company, which was approved by the Chairman of the Ho Chi Minh City People's Committee.
In 2009, the Department of Construction issued Decision No. 18/QD-SXD-PTN on approving the investment project for the construction of the project (including high-rise apartments, technical infrastructure of the entire area and garden townhouses). After completing the procedures, the investor leveled the land for the compensated area and divided the land for construction of part of routes 2, 3, 4 and 6 according to the approved master plan, installed power stations, water meters, etc.
On October 15, 2002, Truong Thinh Construction - Garment and Embroidery Company signed a business cooperation contract with Duy Duc Company Limited (now Tan Viet An Housing Investment and Trading Joint Stock Company) to implement the project's products and this company has sold 61/94 plots, resettled 31 plots, exchanged 28 plots, waited for negotiation for 3 plots, and exchanged 2 plots of public land. Up to now, Truong Thinh Company only has 3 apartment blocks according to the approved 1/500 planning, with a land area of 7,387m2 that has not been implemented.
What is the reason?
However, in reality, in addition to the 3 apartment blocks, many households have not been able to receive resettlement land in the project, have not been able to complete related procedures to complete the project and be granted land use rights and property certificates (for households that have received land and built houses). In addition, there are a series of other problems related to this project, leading to "hanging" for more than 20 years, since the project was launched.
When implementing compensation at the project, 22/47 households reported that the investor did not fulfill its commitment to households to pay additional amounts if the amount was lower than the approved plan. At the same time, these households also compared the same compensation time but had different compensation prices between some households. This is one of the reasons leading to the project's delay, but according to the City Inspector's conclusion, it is not true to reality.
On the other hand, the compensation work for the households is still 3%, especially the compensation for Mr. Ngo Van Biet's household in the right of way of expanding Luong Dinh Cua Street has not been completed. In addition to slowing down the project progress, it also leads to the risk of slowing down the progress of the project to expand Luong Dinh Cua Street, affecting the socio -economic development of the locality.
In addition, 20% - 30% of infrastructure has not been completed... and many other problems and backlogs. According to the feedback of some households, Truong Thinh Company does not cooperate, always causing difficulties for customers and people (who have contributed capital to buy houses in the project/people who have received resettlement land in the project). Many customers have contributed capital to buy for more than 15 years but have not yet received land for construction.
At the same time, Truong Thinh Company also did not maintain the operation of the Project Management Board, leading to illegal construction, re-encroachment, causing insecurity in the project area, fire prevention and fighting safety...

All of the above reasons lead to crowds of people/customers gathering, complaints/lawsuits, and other reasons that have caused the project to be "suspended" for decades.
Mr. Vu Cong Thuan, a person who has allocated land for the project and is waiting to receive the resettlement land, said: “Since 2016, our family has knocked on doors and asked for help from many places but has not received any response. Recently, we have repeatedly met Mr. Nguyen Huu Nghia, Director of Truong Thinh Company, to request that our legitimate rights be resolved, but he has always avoided us, not met us, and not responded. From there, we petitioned the authorities to intervene and strictly handle the investor, because they are showing signs of property appropriation.”
PV contacted Mr. Nguyen Huu Nghia, Director of Truong Thinh Company, many times but could not work with him, with the reason "to arrange". Talking to PV over the phone, Mr. Nguyen Duy Quynh, Chairman of An Khanh Ward People's Committee said: "Currently, the project is suspended, people are upset but the investor is currently filing a lawsuit against the secondary investor (Tan Viet An Housing Investment and Trading Joint Stock Company) in court, which is also the reason". At the same time, Mr. Quynh asked PV to contact Mr. Le Ngoc Anh, Vice Chairman of the Ward People's Committee to work, according to the area of responsibility.
However, when the reporter contacted him for the second time, Mr. Anh said: "I'm in a meeting now, what do you want to ask me?" The reporter asked back, "What do you mean by asking me?", Mr. Anh asked again: "What information do you need? It's been so many years now, the reports are all over the place."
“The ward People’s Committee has already reported a lot, while the project is being sued in court, what else can we answer now?”, Mr. Anh continued. When the reporter concluded: “So the local government will not receive and respond to the reporter anymore, right?”, Mr. Anh asked: “I will work with the Government Inspectorate this whole week, if there is anything, please send me a letter of introduction so I can report to the ward leaders.”
Truong Thinh Company "avoids" work
Another development, according to the meeting minutes, Truong Thinh Company is often absent. Typically, the meeting on December 14, 2022 on the compensation and support plan for the case of Mr. Ngo Van Biet's family with Truong Thinh Company, but this company was absent. Or on April 3, 2023 and most recently on April 13, 2023, also about resolving the case of Mr. Ngo Van Biet's family, but Truong Thinh Company was absent without reason.
