[Video] Amendments to the Law on Drug Prevention and Control: ensuring harmony between strict punishment and opportunities for community reintegration

On the morning of November 11, the National Assembly listened to the Minister of Public Security, General Luong Tam Quang, authorized by the Prime Minister, present the Report on the draft revised Law on Drug Prevention and Control. General Secretary To Lam attended the meeting.

The draft law consists of 8 chapters and 53 articles, perfecting regulations on drug addiction treatment, managing illegal drug users, and decentralizing and delegating power to the Chief of Police and Chairman of People's Committees at the commune and provincial levels, in accordance with the two-level government model.

Presenting the review report, Chairman of the National Assembly 's Culture and Social Affairs Committee Nguyen Dac Vinh emphasized that the law amendment must ensure harmony between strict handling of illegal drug use and the right to education and opportunities for community reintegration, especially for children, pupils and students. The Committee also proposed to stipulate a suitable rehabilitation period for each target group, perfect the voluntary rehabilitation policy, strengthen inter-sectoral coordination and mobilize social resources for drug prevention and control.
