The Institute for Strategic and Policy Research in Industry and Trade organized a conference to summarize the achievements of 2025 and plan for 2026.

On the afternoon of January 12th, in Hanoi, the Institute for Strategic and Policy Research in Industry and Trade held a conference to summarize its work in 2025 and outline its tasks for 2026.

Deputy Minister Nguyen Sinh Nhat Tan attended and delivered a keynote speech at the conference. Also attending the conference were representatives from units under the Ministry of Industry and Trade , as well as enterprises, corporations, and general companies in the industry and trade sector.

Opening the conference, Mr. Nguyen Van Hoi, Director of the Institute for Strategic and Policy Research in Industry and Trade, stated that 2025 will witness many changes and challenges, especially in the context of consolidating organizational models and promoting streamlining of the apparatus.

However, under the wise and decisive leadership and guidance of the Standing Committee of the Party Committee and the Ministry of Industry and Trade; the close coordination with units inside and outside the Ministry; and especially the unity, intelligence, and high responsibility of the staff and employees, the Institute for Strategic and Policy Research in Industry and Trade has excellently and comprehensively completed its scientific research and policy advisory tasks. These contributions have provided practical and effective scientific arguments, contributing to the achievement of the targets for 2025 as well as the success of the entire 2021-2025 term of the Industry and Trade sector.

According to the report presented at the Conference, in 2025, the Institute for Strategic and Policy Research in Industry and Trade completed the merger plan of the Central Training School for Industry and Trade Officials. The unit quickly stabilized and officially began operating under the new model from March 1, 2025, further affirming its important position in advising and serving the state management work of the Ministry of Industry and Trade. Over the past year, the Institute has implemented and completed 40 research tasks and 11 transitional tasks, ensuring quality and strict adherence to deadlines.

In the field of strategic research, the Institute has closely collaborated with units under the Ministry to complete the draft of five key industry development strategies until 2030, with a vision to 2045, including the dairy, steel, automotive, and local industry and trade sectors. Among these, the Strategy for the Development of Vietnam's Retail Market was approved by the Prime Minister in Decision No. 2326/QD-TTg dated October 21, 2025. In addition, the Institute has also actively participated in the Ministry of Industry and Trade's working group to develop strategic solutions to promote double-digit economic growth for the new term.

Human resource training and development have also yielded substantial results, with 15 doctoral students currently pursuing studies in Business Administration, including 7 who successfully defended their dissertations at the Institute level. Cadre training activities have been vibrant, including the organization of 34 training courses for ethnic minority and mountainous regions, as well as capacity-building courses on digital transformation in Hai Phong, Nghe An, and Lao Cai. The Institute has proactively developed 12 programs and compiled in-depth training materials for officials and leaders in the Industry and Trade sector.

The Institute's international integration was further enhanced through study tours to the Russian Federation, Laos, and South Korea, resulting in the signing of important memoranda of understanding for scientific cooperation. Simultaneously, the Institute's organizational structure was streamlined with 9 units and a staff of 207 highly qualified employees, including 17 PhDs and 104 Master's degree holders. The well-being of employees is ensured through the full implementation of benefits and the deployment of many practical welfare activities.

In its social activities, the Institute's staff demonstrated a spirit of mutual support by contributing 128 million VND to support flood victims and participating in the "Joining Hands to Eliminate Temporary Housing" program in Tuyen Quang province. With comprehensive efforts, the Institute has completed the application for the Ministry of Industry and Trade's Emulation Flag award, along with the title of "Outstanding Emulation Soldier at the Grassroots Level" for 19 individuals and recognition of 10 outstanding labor collectives in 2025.

Three key task groups for 2026

Speaking at the ceremony, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan emphasized that 2025 is a special period for the Ministry of Industry and Trade as it implements restructuring and reorganization of its units.

In particular, the merger of the Institute for Strategic and Policy Research in Industry and Trade with the Central Training School for Industry and Trade Cadres was a major decision, carefully considered by the Ministry's Party Committee. Practical experience shows that this merger model has created new strengths, forming a close link between research, policy advice and proposals, and the training and development of cadres .

According to the Deputy Minister, the distinctive feature of the Institute after the merger is not only training implementing officials, but more importantly, training a pool of future leaders who will continue to undertake the role of training and developing personnel at various levels of the Ministry of Industry and Trade. This is a major task, requiring long-term thinking and a systematic approach.

The Deputy Minister acknowledged and highly appreciated the spirit of solidarity and efforts of the Institute's staff over the past period. The positive results achieved, both in Party building and in the performance of professional duties, demonstrate the clear effectiveness of the merger model and the unit's determination to strive for excellence.

Regarding the implementation of tasks in 2026, Deputy Minister Nguyen Sinh Nhat Tan emphasized three key task groups for the coming period.

Firstly, it is necessary to improve the quality of policy advice, clarifying its "strategic, implementable, and predictive" nature. Given that the Industry and Trade sector is one of the two key pillars of the economy, contributing significantly to double-digit growth targets, the Institute needs to comprehensively review the current system of strategies, plans, and policies. This must be linked to the new thinking stemming from recently issued Central Committee resolutions and, in particular, the requirements for preparing for the 14th National Party Congress.

Overview of the conference

The Deputy Minister considered this one of the Institute's top priorities and requested that the Institute submit a detailed report to the Ministry's leadership soon. As a unit specializing in strategic research and planning, the Institute needs to leverage its strengths in interconnectedness and synchronization, even boldly proposing groundbreaking and innovative ideas to create new impetus for growth. Furthermore, the Institute is contributing to the resolution on double-digit growth, thus requiring even more in-depth research and close collaboration with management units to ensure feasibility.

Secondly, we need to strengthen specialized training. The Deputy Minister suggested that the Institute proactively propose research projects commissioned by units within the Ministry, especially on strategic issues. In the field of training, the Institute should promote specialized training, focusing on people. Instead of relying solely on internal staff, the Institute should proactively invite additional experts and scientists to ensure that training programs are truly practical and in-depth.

Thirdly, improve the quality of infrastructure. After the merger, the Institute has relatively good infrastructure, which needs to be utilized effectively and in accordance with regulations, avoiding waste. To meet the research and training requirements in the context of digital transformation, the Deputy Minister suggested that the Institute's leadership proactively coordinate with relevant units and propose investment in additional modern and synchronized equipment, befitting its status as a major research and training facility of the Ministry of Industry and Trade.
