On November 12, in Dong Hoi ward (Quang Tri province), the Department of Quality Management ( Ministry of Education and Training ) organized a workshop on "Exchanging experiences on self-assessment of the quality of primary schools in Vietnam", under the Project "Improving the quality and effectiveness of Vietnam - Laos cooperation in the field of education and human resource development for the period 2021 - 2030".


Attending the event were Mr. Huynh Van Chuong - Director of the Department of Quality Management, Ministry of Education and Training and representatives of Departments and Divisions under the Ministry of Education and Training; Ms. Le Thi Huong - Director of the Department of Education and Training of Quang Tri with leaders of the Department of Education and Training, managers and teachers.
On the Lao side, there was Mr. Panya Chanthavong - Director of the Department of Quality Assurance, Ministry of Education and Sports, along with the working delegation and education officials.
Self-assessment – the key step in assessing education quality
In his opening speech, Mr. Huynh Van Chuong - Director of the Department of Quality Management emphasized that in recent times, the Ministry of Education and Training and the Lao Ministry of Education and Sports have coordinated to implement many effective cooperation programs, contributing to improving the quality of human resources, promoting the development of education in the two countries, especially in the field of general education.

Today's workshop is a practical activity within the cooperation series between the two Ministries, aiming to share practical experiences in ensuring education quality at the primary level - an important content in building and developing a culture of quality in schools.
According to Mr. Huynh Van Chuong, self-assessment and improvement of education quality is the key step in the cycle of ensuring and inspecting education quality.
Through the self-assessment process, each school has the opportunity to comprehensively review its activities, identify strengths and weaknesses, and thereby develop a specific, sustainable and effective quality improvement plan.
This is also an important preparatory step for educational institutions to better meet accreditation standards, moving towards improving the overall quality of education for students.
“Sharing experiences between the two countries will help Lao and Vietnamese primary school managers and teachers learn from each other, together improve their capacity in self-assessment and ensuring educational quality, thereby promoting the sustainable development of primary education,” Mr. Huynh Van Chuong affirmed.
Quality control and improvement work seen from Quang Tri
At the workshop, Ms. Le Thi Huong - Director of the Department of Education and Training of Quang Tri shared her experience in implementing quality inspection work in the locality.
The province currently has 929 preschool and general education facilities, including 237 primary schools with nearly 156,000 students.

Quang Tri has focused on policies for staff and students, integrating national target programs, investing in facilities and teaching equipment towards standardization and modernization.
Up to now, 100% of educational institutions in the province have completed self-assessment and updated data on quality assessment software.
The whole province has 60.7% of schools achieving educational quality accreditation and 59.53% of schools meeting national standards.
According to Ms. Le Thi Huong, to achieve this result, Quang Tri has strengthened direction and management from all levels, promoted propaganda, and mobilized the participation of the whole society in building and developing schools.
The locality also prioritizes investment in synchronous facilities and teaching equipment; completes the quality assessment database in the direction of digitization; links assessment with the implementation of the 2018 General Education Program and the movement "Building happy schools".

In particular, Quang Tri expands international cooperation in quality assurance, regularly exchanging experiences with the provinces of Savannakhet, Khammouane (Laos) and Yamanashi, Hiroshima (Japan).
These activities not only contribute to improving management capacity, but also create opportunities for teachers to access advanced educational methods and models.
Mr. Nguyen Tan - Director of the Department of Education and Training of Hue City shared: The education sector identifies improving self-assessment capacity and improving primary school quality as the "shortest way" to sustainably maintain and improve comprehensive education quality.
According to Mr. Nguyen Tan, self-assessment is a requirement of accreditation and becomes the school's development culture, an endogenous driving force that pushes each pedagogical group to continuously learn, innovate and improve.
At the same time, accreditation is a measure of management results, a tool to help each school foster the comprehensive development of students' knowledge, skills and personality.
The workshop is an opportunity for Vietnamese and Lao delegates to exchange and share practices, aiming at the common goal of improving the effectiveness of self-assessment and improving the quality of primary education, meeting the requirements of fundamental and comprehensive educational innovation in the current period.



At the workshop, the Department of Quality Management (Ministry of Education and Training) awarded certificates to 54 Lao students and teachers participating in the training course in Vietnam.
The Department of Quality Management also recognized 156 primary school officials and teachers of the Lao PDR for completing a training course on self-assessment of the quality of primary schools under the project "Improving the quality and effectiveness of Vietnam - Laos cooperation in the field of education and human resource development for the 2021-2030 period".
