Vietnam needs to expand practical exchange programs in the homeland for overseas Vietnamese youth.

Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo sets out the goal of educational and training breakthroughs and in the draft document orients the goal of building a modern national education system, integrating internationally. In your opinion, what should Vietnam do to connect domestic schools, institutes, and enterprises with the network of overseas intellectuals and students, in order to develop high-quality human resources?

The key to successfully implementing Resolution 71-NQ/TW of the Politburo is to build a synchronous and substantial connection mechanism between domestic educational institutions, research institutes, and enterprises with the network of Vietnamese intellectuals and students abroad.

First of all, Vietnam needs to form a national platform for data and high-quality human resource connections, where information about overseas experts, scientists , entrepreneurs, and students is gathered. On that basis, domestic schools, institutes, and businesses can seek suitable research, consulting, or recruitment partners, aiming to develop “two-way knowledge transfer” programs.

In addition, we should promote academic exchange programs, internships and short-term research between Vietnam and educational institutions abroad, especially in countries with large Vietnamese communities such as Japan, Korea, the US and Australia. When the state creates a favorable legal corridor and appropriate incentive policies, I believe that the intellectual resources of Vietnamese people around the world will become a strong driving force for the development of education and science in our country.

The Draft Documents of the 14th National Party Congress affirm that culture and people are the foundation, resources, endogenous strength and the regulating system of sustainable development. In your opinion, how can the overseas Vietnamese community contribute to preserving and spreading Vietnamese cultural identity and values to the young generation abroad, as well as connecting overseas Vietnamese with their homeland and supporting people-to-people diplomacy?

I strongly agree with the orientation of preserving and spreading Vietnamese cultural identity in the overseas Vietnamese community mentioned in the Draft Document of the 14th National Party Congress and affirm that culture and people are the foundation and the endogenous strength of sustainable development. For the overseas Vietnamese community, this is not just a slogan, but a task closely linked to life.

The generation of Vietnamese people living abroad, especially those working in education and the community, can contribute through concrete actions: Teaching Vietnamese, preserving festivals, bringing Vietnamese culture into schools, organizing cultural, artistic and culinary exchanges, and people-to-people diplomacy projects. That is also the reason why the Global Network for Teaching Vietnamese Language and Culture was established to create an ecosystem connecting teachers, students, parents and the Vietnamese community in more than 30 countries, joining hands to spread Vietnamese values to the younger generation.

When the Vietnamese language still resonates in the family, when Vietnamese culture is respected by international friends, the national identity remains alive, connecting overseas Vietnamese with their homeland. The draft documents of the 14th Party Congress also clearly stated the goal of arousing the strong aspiration of the nation to rise up.

How can the young overseas Vietnamese generation be proud of their roots and have the opportunity to contribute to development, research or volunteer projects in Vietnam, sir?

The young generation of overseas Vietnamese today has a double advantage: they are educated in a modern international environment, and they also have Vietnamese blood and soul. To awaken and promote that aspiration, Vietnam needs to expand practical exchange programs, semesters in the homeland, community volunteering, summer camps for startups or applied research for overseas Vietnamese youth.

I have witnessed many young people in Japan, after participating in projects on education, technology, or volunteering in Vietnam, become “young ambassadors” spreading the image of a positive, modern and integrated Vietnam. That is the way for the nation’s aspiration to rise up to continue through each generation, both proud of its roots and proactively contributing to the country’s future.

The Draft Documents of the 14th National Party Congress have added the lesson “Strengthening and effectively promoting the strength of the people and the great national unity bloc”. What should be done to strengthen trust, increase connection and promote the strength of the global Vietnamese community in building and defending the Fatherland and spreading Vietnamese values to the world, sir?

Strengthening trust and promoting the strength of national unity is a consistent and unchanging lesson of the Vietnamese revolution. For the global Vietnamese community, the most important thing is to maintain trust, respect and two-way connection between overseas Vietnamese and those in the country.

I think that there should be a mechanism for regular dialogue between Party and State leaders and overseas Vietnamese, not only during holidays, but also in professional forums, so that the voices of intellectuals, businessmen and people abroad are listened to, respected and responded to promptly. At the same time, it is necessary to promote the role of professional social organizations such as the Association of Vietnamese in other countries, the Network of Overseas Vietnamese Intellectuals, and the Global Network of Vietnamese Language Teaching as "soft bridges" of people's diplomacy.

When every Vietnamese person abroad feels trusted, listened to and has the opportunity to contribute, confidence will naturally be nurtured, the strength of national solidarity will become a sustainable resource, helping Vietnam to firmly step on the path of development, integration and shining in the region as well as in the world.
