Deputy Prime Minister Tran Hong Ha recently signed Directive No. 05/CT-TTg dated February 13, 2026, requiring the concentration of all resources to accelerate the progress of land surveying and mapping, and to complete the national land database. This is a strategic step to transform the management method from paper records to modern digital data management, serving the goal of national digital transformation.
Digitizing 62 million land parcels and the goal of data cleanup.
According to statistics, the Ministry of Agriculture and Environment, in coordination with the Ministry of Public Security, has reviewed nearly 62 million land parcels nationwide. Of these, more than 24 million land parcels and houses have met the criteria of "correct - complete - clean - livable - unified - shared use". Standardizing this data is a prerequisite for building a centralized management system, enabling data to be interconnected between state agencies.

Specific implementation roadmap for 2026
The Prime Minister has set strict timelines for completing the national land data infrastructure:
- March 2026: Completion of the campaign to enrich and clean up the land database and launch of a unified land management software system at the central level.
- June 2026: Complete the verification of land user information, connect and share data with the national population database. In particular, localities must implement land data linkage with tax authorities.
- December 2026: Local authorities nationwide must complete the surveying, mapping, and synchronization of all data into the national system.

Administrative procedure reform and market transparency
Directive 05 emphasizes restructuring administrative procedures by substantially reducing intermediate steps. Once the system is operational, citizens and businesses will no longer need to resubmit documents as they have been digitized. The interconnectedness between the fields of notarization, land, and taxation will help reduce social costs and increase transparency in real estate transactions.
To ensure progress, the Ministry of Finance is tasked with allocating budget and guiding localities on funding for implementation. The Ministry of Agriculture and Environment will play a leading role in monitoring and urging progress in each locality to report to the Government.
