The meeting was attended by Robert Floyd, Executive Secretary of the Preparatory Commission of the Comprehensive Nuclear-Test-Ban Treaty Organization, and representatives of 80 member states. The Vietnamese delegation was led by Ambassador Vu Le Thai Hoang, Head of the Vietnamese Mission to the United Nations and international organizations in Vienna.
In his opening remarks, Executive Secretary Robert Floyd stressed that the world's geopolitical situation is evolving in a complex manner, potentially posing a risk to the deterioration of commitments to disarmament and arms control. In that context, maintaining the effective operation of the International Monitoring Network, the Global Broadcasting System and the International Data Centre plays a key role in detecting all nuclear tests in the world.
Mr. Floyd noted that any reduction or delay in resources could directly impact the operational capacity and data quality of the monitoring system. Therefore, he called on member states to fully implement their contribution obligations and consider implementing a support mechanism from the remaining budget of the 2022-2023 period to ensure the stable operation of the International Monitoring Network.

Speaking at the meeting, Ambassador Vu Le Thai Hoang affirmed that Vietnam considers the Comprehensive Nuclear-Test-Ban Treaty (CTBT) as one of the important pillars of the global nuclear non-proliferation and disarmament system. Vietnam supports the use of nuclear energy for peaceful purposes while ensuring safety and complying with the standards of the International Atomic Energy Agency (IAEA).
The Vietnamese Ambassador will assume the role of Chair of the 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT RevCon) in 2026 in New York (USA), and commit to promoting constructive dialogue and balanced consensus among groups of countries, linking the NPT and CTBT processes.
On this occasion, the Ambassador highly appreciated the recent visit to Vietnam by Executive Secretary Robert Floyd and his participation in the East Asia Regional Workshop on National Data Centers organized by the Ministry of Science and Technology in August 2025, thereby contributing to enhancing technical capacity and regional monitoring cooperation.
The Ambassador also asked the Preparatory Commission of the Comprehensive Nuclear-Test-Ban Treaty Organization to ensure that budget-saving measures do not disrupt technical assistance, training and capacity-building programs for developing countries, including Vietnam.
Concluding his speech, Ambassador Vu Le Thai Hoang affirmed that Vietnam will continue to closely coordinate with the Preparatory Committee of the Comprehensive Nuclear-Test-Ban Treaty Organization and member states to promote multilateralism, increase the participation of women and youth in international processes, towards the common goal of building a peaceful, safe world without nuclear weapons testing.
