Vietnam is ready to cooperate with Laos in human resource training, employment, and policies for meritorious people.

On the afternoon of November 11, at the Government Headquarters, Prime Minister Pham Minh Chinh received Minister of Labor and Welfare of the Lao People's Democratic Republic Phosay Sayasone and his delegation who were visiting, working and attending the 9th Vietnam-Laos Labor Ministers' Conference in Vietnam.

At the reception, Prime Minister Pham Minh Chinh hoped and believed that the Minister would cooperate closely with the Vietnamese side to make cooperation between the two ministries increasingly effective and practical, contributing to further deepening the special relationship between the two countries.

The Prime Minister expressed his delight that the unique cooperative relationship between the two countries has continued to develop positively and steadily in recent times, and has increasingly deepened. The two sides have actively implemented the commitments agreed upon at meetings between the two countries' senior leaders, achieving many important results in all fields: politics - diplomacy, national defense - security, economy, labor, human resources development, health, culture - society, information and communication, natural resources - environment, science and technology, etc.

The Prime Minister emphasized that the great friendship, special solidarity and deep trust between the two countries, in the context of many fluctuations in regional and world geopolitics, is irreplaceable and needs to be nurtured. Vietnam will always stand side by side and provide maximum support within its capacity to continue sustainable development with Lao comrades.

Lao Minister of Labour and Welfare Phosay Sayasone respectfully conveyed the regards of Lao Prime Minister Sonexay Siphandone to Prime Minister Pham Minh Chinh; thanked the Prime Minister for always paying attention, directing and creating favorable conditions for cooperation between the Ministry of Labour, Invalids and Social Affairs of Vietnam (now the Ministry of Home Affairs) and the Ministry of Labour and Welfare of Laos, as well as the good relationship between the two countries.

Minister Phosay Sayasone said the two ministries have a good relationship; the two sides share experiences in building and implementing laws and policies to develop the labor market, social insurance, managing foreign workers coming to work in the two countries, workers going to work abroad, and the field of meritorious people.

Along with that, the two ministries closely coordinated during Laos's ASEAN Chairmanship year 2024, the Vietnamese side supported Laos's labor and social initiatives, promoting Laos' role in 2024. During this working trip, the two ministers had a very successful meeting, agreeing on many important contents in labor cooperation between the two countries.

Appreciating the results of cooperation between the two ministries in recent times in the fields of human resource training, vocational training, labor, employment, policies for meritorious people, social protection, hunger eradication and poverty reduction, etc., Prime Minister Pham Minh Chinh suggested that the two ministries continue to promote and coordinate closely in the coming time. In particular, focusing on researching and developing new orientations on labor cooperation and meritorious people between Vietnam and Laos in the new context, on that basis signing a cooperation agreement in this field to strengthen deeper and broader cooperation in the areas under the common functions of the two ministries; encouraging the maintenance and promotion of existing cooperation mechanisms; enhancing information exchange, policy dialogue, strategic research, especially on new issues arising in the context of a constantly changing world.

Informing the Minister that Vietnam is building 248 primary and secondary boarding schools in border communes, including many schools in communes bordering Laos, Prime Minister Pham Minh Chinh said that Vietnam is ready to welcome Lao students in border communes with Vietnam to study at these schools.

The Prime Minister requested the Vietnamese Ministry of Home Affairs to study and promote technical cooperation, support Lao experts in developing and perfecting laws and policies on labor and meritorious people; strengthen cooperation in human resource development to train competent and steadfast officials, closely linked to the friendship between Vietnam and Laos; support Laos in training human resources in the labor sector through a number of projects in the region, diversify training forms; support the implementation of social protection policies; promote cultural and people-to-people exchanges between the two countries.

Through the Minister, he sent his regards to Lao General Secretary and President Thongloun Sisoulith, Lao Prime Minister Sonexay Siphandone and other senior Lao leaders; and on the occasion of the upcoming 50th National Day of Laos (December 2, 2025), the Prime Minister wished Lao friends to continue to reap many important achievements in the cause of national construction and development; successfully implement the goals of the Resolution of the 11th Congress of the Lao People's Revolutionary Party and the 9th Five-Year Socio-Economic Development Plan, building a peaceful, independent, democratic, unified and prosperous Laos.
