
A general overview of the working session.
Speaking at the meeting, Vietnam's Minister of Science and Technology, Nguyen Manh Hung, welcomed China's Vice Minister of Industry and Information Technology, Zhang Yunming, to the 6th ASEAN Digital Ministers' Meeting hosted by Vietnam, and affirmed the strategic role of digital cooperation in the context of ASEAN entering a period of strong transformation.
According to the Minister, ASEAN has agreed to shift telecommunications from traditional infrastructure to digital infrastructure, considering AI as a new type of infrastructure that forms the foundation for long-term development. Along with this, they are promoting the transition from e-government to digital government, developing a digital innovation ecosystem, and gradually forming a digital economy .
Emphasizing that digital infrastructure is a strategic infrastructure for the region, Minister Nguyen Manh Hung highly appreciated China's coordination and support for ASEAN in the field of telecommunications and digital technology .
During the meeting, Deputy Minister Truong Van Minh expressed his appreciation for Minister Nguyen Manh Hung's consistent interest in bilateral cooperation. The Deputy Minister stated that in the digital age, "networks are the foundation, applications are key, resources are the core, AI is the driving force, and security is the guarantee." He expressed confidence that, under Minister Nguyen Manh Hung's leadership, Vietnam's science and technology, innovation, and digital transformation will be strongly promoted, thereby contributing to national socio-economic development.
Deputy Minister Truong Van Minh also emphasized that cooperation between the two Ministries is based on a solid foundation of high-level relations between the two Parties and States. The Memorandum of Cooperation in the field of information and communication technology and digital transformation with the Ministry of Industry and Information Technology of China (signed in December 2023) has become an important framework for the two sides to implement substantive cooperation activities in the next five years. China is ready to work with Vietnam to deepen cooperation in key areas such as digital connectivity, digital economy, AI; industrial infrastructure and information industry.
Sharing his experience in development, the Deputy Minister stated that after seven years of deployment, 5G has become a crucial platform for promoting new-style industrialization and modernization in China. Currently, 5G is widely applied in almost all sectors of the national economy, from smart ports and smart transportation to smart factories and mines. China is ready to support Vietnam in promoting 5G application in the direction of "building networks to serve development," while also supporting Chinese enterprises in bringing advanced technology, products, and experience to Vietnam.

On the Vietnamese side, Minister Nguyen Manh Hung stated that 5G coverage has now reached approximately 90% of the population, but its application is still not commensurate with its potential. Based on this, Vietnam hopes to strengthen cooperation with China in developing 5G application models, sharing next-generation telecommunications services, and expanding deeper cooperation in the field of AI.
The Minister expressed interest in China's approach to AI development and governance, and proposed strengthening cooperation in training and developing digital human resources through the China-ASEAN Digital Academy Initiative. In addition, the Minister requested the Chinese Ministry of Industry and Information Technology to support connecting Chinese technology companies with Vietnamese network operators, and to coordinate the deployment of 5G "application zones" in key industrial parks, high-tech zones, smart ports, and exemplary digital economy models.
The two sides also exchanged views on multilateral cooperation, in which Vietnam affirmed its continued support for Chinese candidates in international organizations such as the International Telecommunication Union (ITU) and the Asia-Pacific Telecommunication Organization (APT), as well as its active participation in conferences hosted by China in the future.

At the end of the working session, the leaders of both sides agreed to maintain regular exchanges, accelerate the implementation of signed agreements, and soon realize concrete cooperation results that bring practical benefits to both Vietnam and China, while contributing to building an inclusive and sustainable regional digital ecosystem.
