The working trip aims to promote strategic cooperation between the two countries, while learning from experience in policy development, digital transformation, science and technology, and national governance.
According to a VNA correspondent in Prague, during the visit, on November 11, the delegation had working sessions with the Senate of the Czech Republic, the Communist Party of Moravia of Czech Republic and the Center for Asia- Pacific Studies. At the meetings, Czech leaders highly appreciated the traditional friendship and long-term cooperation between the two countries, emphasizing the significance of celebrating the 75th anniversary of the establishment of diplomatic relations (1950-2025) and upgrading the cooperation framework to Strategic Partnership in January 2025.
The Czech leaders also affirmed that Vietnam is an important partner and potential market in Southeast Asia, highly appreciated the opportunities for cooperation in investment, education - training, and digital transformation with Vietnam, and recognized the active role of the Vietnamese community in the Czech Republic in connecting bilateral friendship.
Associate Professor Dr. Nguyen Manh Hung emphasized that the visit aimed to concretize the newly upgraded strategic cooperation relationship, and at the same time prepare for the visit to Vietnam by the Czech leader. Associate Professor Dr. gave an overview of the socio-economic situation in Vietnam, emphasizing the breakthrough changes in the fields of science and technology, innovation, digital transformation and high-quality human resource development. He also said that Vietnam is studying to adjust and amend legal regulations to remove bottlenecks, create favorable conditions for key areas, and at the same time firmly implement sustainable development goals.
The two sides discussed specific measures to effectively implement the Vietnam-Czech Republic Strategic Partnership framework, especially in the fields of digital transformation, education and training, science and technology, and information exchange.

On the afternoon of November 13, at the Czech Government Office, the delegation worked with the Digital and Information Agency. Associate Professor, Dr. Nguyen Manh Hung introduced the digital transformation process in Vietnam, including the integration of many applications into the chip-embedded electronic citizen identification card, serving the authentication of vaccination information, vehicle registration, driver's license and policy subsidies. He emphasized that the issuance of chip-embedded ID cards is part of the national data platform, population database and electronic identification.
On the Czech side, Mr. Ondřej Menoušek - Director of the Department of e-Government Services - shared experiences in implementing digital transformation, including a citizen support system at 7,200 locations nationwide, a free personal email box, and a personal information integration data system similar to Vietnam's VNeID. In addition, the Czech Republic also has a system for ministries and branches under the government and organizes direct training courses for civil servants, helping them to master the use of the built digital systems. These experiences were noted by the Vietnamese delegation for reference and application in domestic reform and digital transformation policies.

Previously, on November 10, the Delegation coordinated with the Vietnamese Embassy in the Czech Republic to organize a conference to contribute ideas to the draft documents of the 14th Party Congress. Ambassador Duong Hoai Nam said that the Party cells under the Party Committee in the Czech Republic had seriously collected opinions and compiled them to send to the Party Committee of the Ministry of Foreign Affairs.
The Vietnamese Embassy in the Czech Republic said that the draft document has been widely and publicly posted on electronic information sites and received about 300 comments, including more than 50 comments at seminars and more than 200 comments sent in writing. Most of the comments expressed consensus and trust in the Party's innovation policy, and at the same time made many practical recommendations. Most of the comments said that the draft documents clearly demonstrated the strategic vision, innovative thinking, and aspiration to develop a prosperous and happy country, demonstrating the spirit of innovation, self-reliance, and deep international integration, in line with the current domestic and international context. The majority of cadres, party members and people in the community agreed with the major policies and guidelines, believed in the country's development orientation to 2030, with a vision to 2045 as outlined in the draft documents, and expressed their hope that the 14th National Party Congress would be an important milestone in the country's development process.
Associate Professor Dr. Nguyen Manh Hung emphasized that the draft document reflects a new development in the Party's theoretical thinking and strategic vision, continuing to affirm the goal of building a clean and strong Party and political system, promoting the will, aspiration for development and the strength of great national unity. He proposed focusing on two main groups of issues: implementing "strategic autonomy" in foreign affairs and caring for Vietnamese people abroad.
At the conference, Ambassador Duong Hoai Nam affirmed that the Embassy will continue to accompany and support the working delegation in connecting with research institutions and Czech partners to enhance exchanges, learn experiences, and complete the goals set out during the working trip.
