This is the information shared by Deputy Director of the Copyright Office Le Minh Tuan at the international seminar "Protecting copyright of Vietnamese - Korean games: Current policy and implementation practices" recently held in Hanoi .
According to Mr. Le Minh Tuan, the gaming industry is converging conditions for strong development. Gaming is not only a form of entertainment but is becoming an important creative economic sector, contributing to digital economic growth, technological innovation and creating jobs for millions of young workers.
In Vietnam, the Prime Minister has issued the Strategy for Cultural Industry Development to 2030, with a vision to 2045, which continues to identify games as one of the key cultural industries.

In addition to the potential, the current situation of game copyright infringement poses a significant challenge, requiring coordinated efforts to focus on solving it. Game copyright infringements are mainly acts of: spreading cracked game versions, illegal mods; violations on livestream and short video platforms; using hacks/cheats, breaking security keys; operating illegal servers, releasing games without permission...
These actions cause great damage to businesses, affect user rights and distort the competitive environment of the gaming industry.
For the gaming industry to develop sustainably, Mr. Le Minh Tuan believes that it requires the cooperation of management agencies, businesses, game creators, individual users, etc. as well as copyright protection organizations in building a modern legal corridor and raising public awareness.

Deputy Director of VTC Technology and Digital Content Company Nguyen Hung Cuong also said that game copyright infringement is no longer a spontaneous act but is industrialized and professionally operated by individuals and organizations.
While a mobile game takes 1-2 months to officially develop, clone teams only take 3 days to create a copy. While businesses spend a week tracking down and handling servers that violate the law, they can open a new server in just 2-3 hours…
Mr. Lee YongEil, Chief Representative of the Korean Copyright Protection Agency Office in Vietnam, said that in Korea, the rate of copyright infringement has gradually decreased, but the use of pirated games still accounts for 11.8%, taking place in the online environment. Illegal servers located abroad cause great difficulties in the investigation, prosecution and extradition of criminals to Korea...
According to the speakers, game copyright infringement is increasingly sophisticated and transnational, and prevention requires close cooperation. Korea and Vietnam need to establish an alliance mechanism and IP Hotline to shorten the time to handle violations, transfer advanced technology at reasonable costs, and coordinate effectively to prevent pirated games...
Mr. Yu Byoung Han, Chairman of the Korea Game Culture Foundation, Chairman of the Korea Software Copyright Association, said that in order to maintain the strong growth momentum of the game industry, copyright protection is considered a prerequisite. At the same time, strengthening cooperation and promoting exchange and experience sharing activities play a key role in improving the effectiveness of copyright protection in the cultural industry, on digital platforms.

Chairman of the Board of Directors of VNFUND, Vice Chairman of the Vietnam Cultural Industry Development Association Kieu Cong Thuoc said that copyright culture is not only about complying with the law, but is the foundation for the Vietnamese creative industry to develop sustainably, making Vietnamese games a spearhead industry in the national cultural industry.
From there, Mr. Thuoc proposed that it is necessary to standardize the rights layer in games and the copyright establishment process; build a copyright trading market (IP marketplace), promote copyright protection technology, and foster copyright culture in the creative community and users.
Many opinions also say that the legal framework on intellectual property in Vietnam and Korea has gradually been completed, however, the problem lies in the speed and effectiveness of implementation.
According to Mr. Nguyen Xuan Trong, Department of Cyber Security and High-Tech Crime Prevention, the process of investigation, prosecution and trial in the field of intellectual property in Vietnam takes several years - too long compared to the life cycle of a game.
Furthermore, proving financial damage to initiate criminal proceedings is difficult due to the lack of a specialized agency to assess the damage and the difficulty in tracing the flow of profits. Mr. Trong said that, in addition to stepping up prevention of illegal server access, it is necessary to prosecute typical cases to ensure deterrence.
While waiting for legal completion, some gaming businesses have proactively protected their copyrights. Mr. Nguyen Hung Cuong said that the unit has deployed an effective 3-layer defense model: Technical solutions to ensure security and early detection of violations; registering intellectual property and establishing a rapid response mechanism to request large digital platforms to remove infringing content; turning the community into an active and effective "defense layer".

Mr. Nguyen Van Cuong, Director of the Vietnam Copyright Protection Center (Copyright Office) said that the contents mentioned at the seminar will be the basis for the unit to implement cooperation programs with the Korean Copyright Protection Agency (KCOPA). This cooperation is an important premise for Vietnam to build a safe and transparent creative environment, contributing to making games and digital content become a spearhead industry in the cultural industry.
