At the working session with key leaders of Vinh Loc district, Provincial Party Secretary Do Trong Hung listened to the district leaders report on the situation and results of implementing socio-economic development tasks, ensuring national defense and security, Party building work and the political system after more than 3 years of implementing the Resolution of the Party Congresses at all levels for the 2020-2025 term.

Accordingly, after more than 3 years of implementing the Resolution of the 26th District Party Congress; Resolution of the Congresses at all levels for the 2020-2025 term, up to now, Vinh Loc has achieved and exceeded many targets; of which 9 targets exceeded the plan.
The economy maintained a fairly good growth rate; the average annual growth rate of production value reached 6.24%, ranking 16th out of 27 districts, towns and cities. Production sectors have developed; agricultural, forestry and fishery production has developed comprehensively towards improving productivity, quality and efficiency...
The new rural development program and the One Commune One Product (OCOP) program have been focused on and directed strongly, and the rural landscape has improved. After being recognized as a new rural district in 2019, the district now has 3 communes meeting advanced NTM standards, 1 commune and 29 villages meeting model NTM standards; there are 20 products recognized as meeting OCOP standards of 3 stars or higher.
Planning work has received attention, many major plans in the district have been completed such as: Construction planning of Vinh Loc district until 2045; Land use planning for the period 2021 - 2030; General planning for construction of communes for the period 2021 - 2030...
Tourism activities are focused on, gradually promoting the effectiveness of relics and scenic spots for tourism development. Economic and social infrastructure is invested in, urban areas are planned and developed in a modern direction.
Culture and society have made progress; the work of preserving and promoting the nation's fine traditional cultural values has been taken care of. Social security policies have been fully, promptly and effectively implemented; the poverty rate has decreased to 1.33%, lower than the provincial average (3.52%), ranking 8th out of 27 districts, towns and cities.
Political security is maintained; social order and safety are ensured. Party building and the political system are strengthened; the leadership capacity of Party committees and the direction and administration of governments at all levels are improved.

Opinions expressed at the conference stated that: The results that Vinh Loc district has achieved over the past 3 years are very remarkable, but still not commensurate with the potential and strengths of the locality; some important targets are still lower than the targets set by the Resolution of the 26th District Party Congress.
The opinions also analyzed and clarified the potentials and strengths; pointed out the causes of the existing limitations; and suggested some solutions and development orientations in various fields of Vinh Loc district in the coming time.

In his concluding remarks, Provincial Party Secretary Do Trong Hung stated: Vinh Loc is a land rich in historical, cultural and revolutionary traditions, with many great contributions to the nation's cause of building and defending the country; it is the place where the Ho Dynasty established its career and the homeland of the Trinh Dynasty, the birthplace of many famous people and generals, such as: Ho Quy Ly, Tran Khat Chan, Trinh Kiem... This place was also the capital of the country under the Ho Dynasty with many great reforms in the history of the nation in the fields of politics, national defense, economy, culture and education.

With a relatively favorable location due to being located between the two economic corridors of the province, the central economic corridor and the Northeast economic corridor; being the center connecting the districts in the plains and coastal areas with the mountainous districts in the Northwest of the province; having National Highway 45 and National Highway 217 passing through, currently close to the Ha Linh expressway intersection and surrounded by the Ma River and Buoi River systems, creating favorable conditions for the district to develop its socio-economy.
The district is dense with historical and cultural relics and scenic spots, including the Ho Dynasty Citadel World Cultural Heritage; 14 national relics and scenic spots and 52 provincial relics and scenic spots, famous such as Ho Cong Cave, Kim Son Cave, Giang Pagoda, Vet Temple, Trinh Palace... The people in the district have a tradition of solidarity and closeness, and have a high level of intensive farming in agricultural production. Many of the children of the homeland are leaders, managers, intellectuals, and successful businessmen working in and outside the province.
After more than 3 years of implementing the Resolution of the Party Congresses at all levels for the 2020-2025 term; along with the whole province, Vinh Loc has faced many difficulties and challenges; however, with the attention, leadership, direction and timely and effective support of the province, along with the efforts of the Party Committee, government and people of all ethnic groups in the district, Vinh Loc has achieved important and quite comprehensive results in all fields.

Development is not commensurate with potential and strengths
In addition to appreciating the results achieved, with the spirit of looking straight at the truth, the Provincial Party Secretary pointed out: Vinh Loc still has some limitations and weaknesses, that is, economic development is still slow, not commensurate with the potential and strengths of the district, the expectations of the province and the expectations of the people. Some very basic targets are low and it is very difficult to achieve the plan by 2025, such as: The average growth rate of production value only reached 6.24% (plan 14.3%); total mobilized development investment capital after 3 years only reached 53.6% of the plan (reaching 6,435 billion VND/plan 12,000 billion VND); the rate of advanced new rural communes and model new rural areas is still very low...
Tourism potential has not been developed, economic and social infrastructure has not met development requirements, especially infrastructure serving production, external transport infrastructure connecting with neighboring localities and key economic areas of the province. Although the investment and business environment has received attention, its attraction is still limited, and its competitiveness is not high. The quality of some aspects of cultural and social activities has not developed firmly; the lives of a part of the people still face difficulties.
State management in some areas, especially natural resources and minerals, is still limited... The leadership capacity and fighting strength of some grassroots party organizations and party members are not high; the capacity of a number of leaders, managers, civil servants, including leaders and managers, has not met the requirements of tasks in the new situation.
Early completion of the goal of building an advanced new rural district
Regarding the key tasks in the coming time, Provincial Party Secretary Do Trong Hung emphasized: The remaining time of the 2020-2025 term is not much, there are favorable opportunities but difficulties and challenges are still very large, so the Standing Committee, the Standing Committee of the District Party Committee, the People's Council, the People's Committee and agencies and organizations of Vinh Loc district must carefully study and evaluate the potentials, strengths, favorable factors, especially the advantages in internal capacity. Besides, it is also necessary to identify the shortcomings, limitations, and "bottlenecks" of the district. From there, discuss carefully and clearly in the development process to clearly identify the goals and appropriate solutions, creating a breakthrough to make Vinh Loc a fairly developed district of the province by 2025 and soon complete the goal of building an advanced new rural district.
To achieve the set goals, Provincial Party Secretary Do Trong Hung requested the Standing Committee, the Standing Committee of the District Party Committee, the District Party Executive Committee, the Party Committee, the government, organizations and the political system of Vinh Loc district to focus on leading and directing the synchronous, drastic and effective implementation of the Party's resolutions and the Resolution of the District Party Congress for the 2020-2025 term.
Review and evaluate all targets, tasks, key programs, and breakthroughs according to the Resolution of the 26th District Party Congress; for targets that have been achieved, strive to achieve higher targets; for targets that have been achieved low and are difficult to complete, it is necessary to clearly analyze the causes, especially subjective causes, to supplement specific and feasible solutions, assign collectives and individuals to be in charge, clearly determine the implementation and completion time to focus on leadership and direction, strive to complete and exceed all targets and tasks that the Resolution of the 26th District Party Congress has decided.
Continue to review, supplement and complete the planning system, improve the effectiveness and efficiency of planning management. Accordingly, closely follow the provincial planning and development requirements, review, update, supplement, connect, upgrade and effectively organize the implementation of district planning, planning for construction of functional areas, planning of industrial clusters, urban and rural planning, planning, land use planning, planning of infrastructure systems and development space associated with traffic corridors... On that basis, supplement plans and solutions to connect with neighboring localities, in order to maximize the potential and advantages of the district for socio-economic development.
Choosing agricultural development as the foundation
The Provincial Party Secretary stated: As a locality with favorable conditions for agricultural development, the district must consider agricultural development as the foundation and an important condition for sustainable development. Promote the application of scientific and technological advances in agricultural production to improve productivity, output and product quality; research and expand concentrated production areas of agricultural products with good consumption markets, products produced in chains such as sweet corn production areas, areca nut sticky rice, commercial rice, vegetable areas, sugarcane, etc.
Forming concentrated production areas, specializing in crops associated with cooperation with enterprises to consume products for high sustainability. Preserving and propagating Panax ginseng, gradually making Panax ginseng a key crop, bringing high economic value to the locality...
Continue to maintain and improve the quality of local criteria that have been recognized as meeting new rural standards; review and develop a roadmap to soon complete the criteria for advanced new rural districts. Build and develop a number of unique, quality products, associated with branding for the district's OCOP products to serve tourism development.
Make tourism an important economic sector
As a land rich in historical, cultural and revolutionary traditions, Vinh Loc needs to pay attention to the synchronous development of service sectors, focusing on tourism development, making tourism an important economic sector, striving to be the spearhead economic sector of the district. Therefore, the district needs to focus on mobilizing resources to invest in and upgrade infrastructure of tourist areas and spots. Coordinate with the province's functional departments to call for and attract investment enterprises to promote the value of relics and scenic spots in the area for cultural and tourism development... Along with that, strengthen promotional activities, joint ventures, associations and tourism promotion, form tours and tourist routes between localities. Focus on researching solutions to gradually develop cultural industry, film industry...
Along with that, it is necessary to promote the development of industries and handicrafts in which the district has advantages such as the production of construction materials, garments, footwear, especially fine art stone processing... Continue to promote administrative reforms, strongly improve the investment and business environment, enhance the promotion of the district's potential advantages, diversify forms of investment attraction and promotion, mobilize maximum resources to invest in building the socio-economic infrastructure system... Strengthen management, exploitation, effective and sustainable use of resources and minerals in the area; strictly control environmental pollution, especially in areas at high risk of pollution, industrial clusters, craft villages; proactively do a good job of preventing and combating natural disasters, storms and floods...
Continue to improve the quality of cultural and social activities. Focus on health care for the people; pay attention to improving the quality of education and training. Proactively implement plans to ensure security and order; pay attention to building the Party and the political system.
The District Party Executive Committee, the District Party Standing Committee and each key cadre of the district must be close to the grassroots, know how to rely on the people, listen to the people and mobilize the combined strength of the entire political system; further promote the spirit of dynamism, creativity, innovation in thinking, methods and ways of doing, always strive to find solutions to build and develop the district worthy of the potential, advantages, cultural traditions, history of the homeland, the trust and expectations of the province.
