Towards the 80th anniversary of the establishment of the Vietnam Agriculture and Environment sector, the Department of Agriculture and Environment of Vinh Long province has launched a vibrant emulation movement, associated with the implementation of the unit's political and professional tasks. The emulation movement has been widely deployed, spreading the spirit of responsibility, innovation and creativity among all cadres, civil servants, public employees and workers of the Department.

Mr. Lam Van Tan, Provincial Party Committee member, Director of the Department of Agriculture and Environment of Vinh Long province said: In recent times, the Department has focused on perfecting the organizational structure, stabilizing personnel, assigning functions and tasks in a scientific and reasonable manner, ensuring an effective and synchronous operating system from the province to the grassroots. Thanks to that, the direction and operation work is smooth, without interrupting activities serving people and businesses.

In addition, the Department of Agriculture and Environment also closely follows the province's development orientation in the field of agriculture and environment, such as focusing on restructuring the agricultural sector towards ecology, high technology, circulation and low emissions; promoting the application of science and technology to help increase added value and expand the consumption market.

The Department of Agriculture and Environment also focuses on implementing tasks and solutions to improve the efficiency of land, forest, water and mineral resource management, while focusing on controlling air quality, protecting natural ecosystems and effectively responding to climate change to ensure social security and sustainable development.

At the same time, in the context of the 4.0 industrial revolution, the Department of Agriculture and Environment of Vinh Long identified digital transformation as a breakthrough, an important foundation for innovating management methods. The Department has established a Center for Technology and Digital Transformation, focusing on building and operating a synchronous industry database, effectively serving the direction and operation work, improving the quality of public services and moving towards a modern and transparent administration.

Emulation is associated with the implementation of political tasks.

Responding to the emulation movement to achieve achievements to celebrate the 80th anniversary of the establishment of the sector, the Department of Agriculture and Environment has deployed a series of practical activities with strong spreading effects throughout the sector. Specifically, the Department has assigned 8 Deputy Directors of the Department to directly support, guide and resolve difficulties and problems in the process of implementing the two-level local government model in communes and wards in the province.

In addition, the Department mobilized and assigned 168 officials working at units under the Department to provide professional guidance in 124 communes and wards and participate in the Professional Support Team to control administrative procedures and support the Public Administration Service Center at the commune level in the province.

The Department of Agriculture and Environment also established specialized working groups to directly support and remove obstacles, ensuring the two-level government model operates effectively and consistently. Affiliated mass organizations increased propaganda and supported people to access administrative procedures conveniently, contributing to improving the satisfaction of people and businesses.

One of the key contents of the emulation movement of the Department of Agriculture and Environment of Vinh Long province is to speed up the progress of administrative procedure settlement for people and businesses. The Department has requested units under the Department to concentrate resources, arrange competent and experienced personnel to perform the task of settling administrative procedures for people and businesses; organize the review, classification and processing of backlog files. At the same time, mobilize cadres, civil servants and public employees to work overtime, work outside of office hours (evenings, Saturdays, Sundays) to ensure the progress and quality of file settlement.

In particular, after the province's merger, many files related to agriculture and the environment were still pending, combined with people's anxiety about changing administrative boundaries, causing the number of files to increase dramatically, up to more than 180,000 files. Faced with a large workload, the Department of Agriculture and Environment directed its units to increase overtime work force to completely handle files for people and businesses. As of November 5, 2025, the number of files remaining was only about 0.7%.

In addition, the Department of Agriculture and Environment has also strengthened coordination with agencies, units and localities to deploy tasks and solutions to improve the quality of public services in the fields of agriculture and environment. The Department of Agriculture and Environment has proactively coordinated with the Department of Science and Technology, VNPT Vinh Long and software providers to quickly fix system errors, synchronize data on the VBDLIS platform, and supplement equipment to digitize records. At the same time, 32 professional training sessions were organized for the People's Committees at the commune level to contribute to improving the capacity of grassroots officials, improving the online public service index and the rate of electronic payments in the area.

With the spirit of practical emulation, the Department of Agriculture and Environment of Vinh Long province has made a clear change in the management method, serving the people, arousing the sense of responsibility and creativity in the whole industry. The results achieved are not only achievements to celebrate the 80th anniversary of the industry's tradition but also an important foundation for Vinh Long to continue to develop sustainably, modernly, and environmentally friendly in the coming time.
