Clear benefits for people and medical facilities
The electronic health book is an outstanding utility of VNeID, bringing practical benefits to both people and medical facilities. By simply logging into the application, people can access all health information without having to carry medical records or other documents. For the medical team, quick access to medical history, test results or health insurance information shortens the time to receive patients, supporting more effective treatment.
At Vinh Long General Hospital, Ms. Tran Ngoc Bich (41 years old, group 5, Binh Minh ward) said that re-examining blood pressure has now become simple and convenient: "No longer do I have to carry my health insurance card or find all kinds of documents, now I just need to open the VNeID application on my phone to scan the code. The medical examination history has been fully stored, so I can easily look it up, and the doctor has quick information to monitor my health status more accurately."
Sharing the same sentiment, Ms. Dao Ngoc Suong (32 years old, group 3, Cai Von ward) highly appreciated the convenience that the Electronic Health Book brings: “On the application, all my medical examination and treatment information is stored, from test results, admission date to discharge date. I can easily provide it to the doctor when needed, and compare previous indicators to monitor my health. This not only saves time but also helps me be more proactive in taking care of myself.”
Thanks to the Electronic Health Book, people do not need to buy medical records, print referral papers or appointment slips. All information is stored and linked to the health insurance assessment system, creating maximum convenience while saving costs.
According to regulations, the Electronic Health Book on VNeID fully integrates personal information, identification number, health insurance card, medical examination and treatment history, referral form, and re-examination appointment form. These data have the same legal value as paper copies and are as confidential as other identification information on VNeID. Data after each medical examination and treatment is updated synchronously, ensuring continuity, accuracy and transparency in monitoring the health of each citizen.
Accelerate deployment, overcome low activation rates
To date, more than 80% of people participating in health insurance have had their data digitized; population data has also been completed by over 90%, facilitating the integration of electronic health books. However, as of July 30, the rate of registration and activation of electronic health books on VNeID of Vinh Long province has only reached 20.89%, still quite low compared to the target.
To overcome this, the People's Committee of Vinh Long province directed the Department of Health to launch a peak period from September 15-30, aiming to sharply increase the rate of integrating health insurance cards and activating electronic health books, aiming for 80% of the permanent population to have a health examination book by 2025.
During the peak, agencies, units and localities step up propaganda and instruct people on the benefits and how to use the Electronic Health Book. Local authorities strive to have 90-150 new people integrated into each hamlet and neighborhood every day.
In particular, 100% of cadres, civil servants, public employees, and workers at agencies, units, schools, medical facilities, state-owned and private enterprises must successfully activate. At the same time, 100% of eligible students (with health insurance and a level 2 VNeID account) must also be fully integrated. For cases where people cannot integrate themselves, the government and functional forces will directly support, ensuring that no subjects are missed.

'Important task' in digital transformation of healthcare
According to Ms. Ho Thi Thu Hang, Director of the Department of Health of Vinh Long province, this is an important task to promote the digital transformation process of the health sector, bringing many practical benefits to people and medical examination and treatment facilities. Accordingly, the integration of the Electronic Health Book helps to minimize paperwork, save printing and storage costs and especially improve the efficiency of health record management.
People only need to bring a smartphone with the VNeID application installed to be able to register for medical examination and treatment, look up information, medical examination and treatment history, referral papers or appointment cards for follow-up examinations. “With the Electronic Health Book, doctors will have a more complete and accurate database when examining, contributing to improving the quality of diagnosis and treatment. This is not only a step forward in modern medical management but also a fundamental change in people's medical examination and treatment habits. The province's goal is that by 2025, over 80% of the population will have activated the Electronic Health Book, creating a foundation for building a smart, transparent, convenient and effective health system,” emphasized the Director of the Vinh Long Department of Health.
Along with setting specific goals, the Vinh Long health sector identified the implementation of the Electronic Health Book as an urgent and long-term task, aiming to form a large-scale medical data warehouse of the province, connected with national data. This will be the basis for building a modern, quality health system, meeting the needs of continuous, lifelong health care for the people.
Accelerating the implementation of the Electronic Health Book not only brings convenience to people and medical facilities, but is also an important step in digital transformation. Vinh Long province aims to have 80% of the population using it by 2025, moving towards a modern, transparent and effective health system.
