Dienbien.gov.vn - On March 19, the Provincial People's Committee held a meeting to discuss and resolve difficulties and obstacles regarding mechanisms and policies in implementing compensation and site clearance in Dien Bien Phu city and Dien Bien district. The meeting was chaired by Comrade Le Thanh Do - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and leaders of a number of provincial departments and branches.

Currently, in the city, many projects are being implemented with problems related to mechanisms and policies, affecting the progress of compensation and site clearance work of the project. Including 8 projects: Project of the airport bypass road connecting groups 1, 2 and 8, Thanh Truong ward; Project of construction and restoration of technical infrastructure of the airport bypass road connecting from the road to Thanh Hung commune to Thanh Luong commune; Project of internal roads and drainage canals (running along the airport to the road to Thanh Luong); Project of construction of Thanh Binh bridge in Dien Bien Phu city, Dien Bien province; Project of drainage ditches for resettlement areas, from Noong Bua regulating lake to D6C bridge; Project of road from the hospital intersection to Ta Leng intersection; Project of the Street Headquarters (Cultural House); Project of construction of resettlement areas and points of the administrative and political center of Dien Bien province (part of the plan to relocate the administrative and political center).

In addition, only the land area of households that have lost their current status has been handled, the remaining land area with current status of crops and livestock must be implemented according to Decision No. 20/2023/QD-UBND has not been resolved or handled, leading to a very large amount of re-counting, affecting the project's progress. In addition, one project will apply two policies, which will cause frustration for people whose land has been recovered.
To ensure the progress of the projects, the city also proposed that the Provincial People's Committee allow the City People's Committee to compensate with residential land for subjects under Point b, Clause 1, Article 79 of the Land Law; allocate land with land use fees to married children living together on the same plot of land, in the same house with the head of the household subject to resettlement.
For the group of projects in Dien Bien district, they have basically received the consensus and support of the people. The direction and implementation have been carried out promptly, in accordance with regulations, proactively in terms of human resources and created favorable conditions for the Project Owners and Investors to research, survey, plan projects and implement the measurement and site clearance work in the district. The Project Owners and Investors have proactively coordinated with the District People's Committee in the implementation process. The work of land management and construction investment management within the scope of the projects has been directed by the District People's Committee to be strictly implemented, in accordance with legal regulations, contributing to eliminating from the beginning cases of speculation, hoarding, information rumors, and group interests that affect the organization and implementation of the projects. However, because the Land Records in the commune are old, from 1995, much different from reality, thus affecting the progress; the district does not have a resettlement land fund, so people are slow to hand over; Some regulations are unclear in the verification, compensation and support when the State reclaims land for houses and construction works on land. In addition, to speed up the progress of site clearance and project implementation, the district has increased propaganda, mobilization, and publicization of regimes and policies, and carried out the work of reviewing, assigning ownership, and counting to remove difficulties and obstacles to ensure the implementation of projects in the shortest time.
Also at the meeting, members exchanged and discussed ideas to remove difficulties and obstacles in implementing projects in the management area.
Concluding the meeting, Comrade Le Thanh Do - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee requested leaders at all levels to enhance their responsibility in performing assigned tasks. Strengthen coordination in implementation, measurement, ownership, counting, determining land origin, in addition to continuing to innovate methods and approaches, proactively mobilizing staff, and implementing policies for staff performing tasks. Project management boards need to coordinate closely, resolve project site clearance, and hand over promptly to ensure the project is on schedule./.
