No bidding, lack of documents

The leaders of the Departmentof Education and Training of Da Nang City said they are taking action after concluding on violations related to the principal of Thai Phien High School.

Accordingly, in response to the teachers' petition, the department's leaders concluded that Principal Nguyen Ba Hao let excellent students sign to receive 200,000 VND in cash each, but only gave notebooks, which was not in accordance with the payment records.

On the other hand, Mr. Hao used 138.4 million VND to buy notebooks without bidding through the national bidding network. Mr. Hao must return the above amount to the students who signed the receipt to correct the above violation.

In addition, from 100 million VND, which is an uncontrolled source of funds used to purchase assets, teaching equipment, and minor repairs to facilities, Mr. Hao spent more than 95 million VND to paint classrooms and fences.

It is worth mentioning that the contract stated 3 layers of paint, Nippon paint type, but in reality it was 1 layer of paint, Pluto paint type.

In addition, the Department Inspectorate also discovered violations at Thai Phien High School in declaring but not paying fees for teachers to re-grade semester exams and participate in training and professional training.

Calling for more than 1 billion VND, only reported settlement of more than 300 million

In December 2022, Mr. Hao wrote an open letter publicly calling for funding to organize the school's 60th anniversary celebration (in September 2023). The appeal raised more than 1 billion VND, but the school only accounted for operating expenses and reported a final settlement of more than 300 million VND; it did not include more than 750 million VND in the final settlement report.

The school also lacked many documents in the payment records for other items for the celebration with a total expenditure of more than 340 million VND.

According to the conclusion of the Inspectorate of the Department of Education and Training, the accountant did not advise on the above expenditures. The treasurer spent money according to the principal's approval and there were no payment vouchers for these items.

In addition, with expenditure items from the mobilized funding source of more than 300 million VND, there were more than 140 million VND spent not according to plan. Mr. Nguyen Ba Hao said that he is currently implementing related remedies according to the direction of the department.

Mr. Nguyen Ba Hao was transferred and appointed as principal of Thai Phien High School (Thanh Khe district) from December 2022. Previously, Mr. Hao had 10 years as principal of Pham Phu Thu High School (Hoa Vang district).
