According to Phu Tho Electronic Information Portal, yesterday afternoon, a survey team of the National Assembly's Committee on Science , Technology and Environment led by Chairman Nguyen Thanh Hai surveyed the state of deterioration of the Lo River bridge.
The survey aims to collect practical information that directly serves the legislative work of the National Assembly , thereby identifying inadequacies and imperfections in policies and laws to make recommendations to perfect the draft Law on Construction (amended), ensuring feasibility and tightening discipline and state management in the construction sector.
At the meeting with the People's Committee of Phu Tho province afterward, Chairman of the People's Committee Tran Duy Dong affirmed that the People's Committee of the province will direct the relevant agencies to continue researching solutions to fix the damaged Lo River bridge to ensure safety for people participating in traffic.
Mr. Dong also recommended and proposed the province regarding the State management of construction and handling of projects that show signs of danger and do not ensure safety for exploitation and use, such as allowing localities to be flexible in establishing commune-level Project Management Boards; having regulations on assessment costs for selecting consulting units, construction maintenance costs; procedures for hiring consultants to determine the cause and resolve urgent projects, etc.
Chairman of the National Assembly's Committee on Science, Technology and Environment Nguyen Thanh Hai said that the incident of the Lo River bridge clearly revealed a number of shortcomings in construction, and post-inspection of construction works related to the Construction Law needs to be supplemented and amended.
According to Ms. Hai, the National Assembly is considering passing the Law on Construction (amended), in which the extremely important issue, the new point in the draft law is reducing administrative procedures, decentralization, decentralization, reducing pre-inspection, increasing post-inspection but must ensure absolute safety quality of construction works, especially works with high community significance.
Absolutely do not reduce administrative procedures, shorten licensing and appraisal processes while loosening construction quality management, causing bad public opinion.
Appreciating the quick intervention and timely handling measures of the People's Committee of Phu Tho province, Ms. Hai affirmed that this is an opportunity to review and identify "loopholes" or "inadequacies" in the policy, thereby distilling appropriate recommendations to perfect the draft law, ensuring feasibility and tightening management discipline.

Regarding the incident of damage to the Lo River bridge pillar, on November 6, the Investigation Police Agency of Phu Tho Province Police issued a decision to initiate a criminal case to investigate and clarify the responsibilities of related organizations and individuals.
Currently, the Department of Construction of Phu Tho province is coordinating with relevant units to conduct a survey, inspection, and overall assessment of the damage to the Lo River bridge to determine the cause and develop a plan to fix and repair it.
Urban and Industrial Park Development Investment Joint Stock Company (Udideco) - the contractor for the construction of the Lo River Bridge - has twice sent documents proposing to repair and fix the damage to the bridge using the company's funding and committed to a lifetime warranty for this project.
However, Phu Tho province has not yet responded to the two proposed documents of Udideco Company.
At the 21st meeting of the State Steering Committee for important national projects and works, key to the transport sector on November 8, Prime Minister Pham Minh Chinh requested Phu Tho province to conduct an investigation and handle the matter according to regulations.
At the same time, the relevant agencies are required to accurately assess the current status of the Lo River Bridge and report to the Prime Minister in November 2025. If necessary, consider plans to build a new bridge in an emergency.
Lo River Bridge (crossing Lo River) in Doan Hung Commune, was completed and put into use in 2015. The bridge is 517.8m long, has a load capacity of 30 tons, the approach roads at both ends of the bridge are 850m long, and the bridge cross-section is 7.5m wide.
Lo River Bridge is a project of Lo River Bridge and hardening of the left dike of Lo River with a total investment of 320 billion VND, of which the construction package of Lo River Bridge has a total investment of 215 billion VND.
The Department of Agriculture and Rural Development of Phu Tho province (old) is the project investor. The construction contractor is Udideco Company.
