Prime Minister Pham Minh Chinh said that in 2024, the world and domestic situation will continue to develop in a complicated and unpredictable manner. Thanks to the drastic participation of the entire political system, the business community and the people of the whole country under the leadership of the Party, headed by the General Secretary, the socio-economic situation will continue to recover positively, with each month being better than the previous month, and each quarter's growth higher than the previous quarter.
In general, the socio-economic situation in the first 11 months of 2024 achieved many important results, better than the same period last year in most areas. It is expected that 15/15 main targets will be achieved and exceeded, especially the growth target. The whole year's growth is estimated at over 7%; the macro economy continues to be stable, inflation is controlled below 4%, major balances are ensured and have high surpluses.
By the end of November, total import-export turnover was estimated at about 715 billion USD, up 15.3%, with a trade surplus of over 23 billion USD; the whole year is estimated to reach 807.7 billion USD, the highest ever. The state budget revenue for the whole year is estimated to exceed the estimate by over 10%; the state budget deficit and public debt are well controlled, lower than the permitted limit.
Along with that, social security is ensured; people's lives are improved; the poverty rate is reduced to 1.93%. According to the United Nations' rankings, Vietnam's Happiness Index in 2024 increased by 11 places, ranking 54/143. Focusing on supporting people to overcome the consequences of storm No. 3, the spirit of "mutual love and affection", "national love and compatriotism" shines strongly.
Discussing the contents of removing institutional obstacles, administrative reform, improving the investment and business environment, digital transformation, practicing thrift, and fighting waste, Prime Minister Pham Minh Chinh said that the Government has established a Steering Committee on reviewing and handling obstacles in the system of legal documents, headed by the Prime Minister; established working groups to promptly remove "bottlenecks", difficulties, and obstacles arising from practice.
In particular, focus on cutting and simplifying administrative procedures, contributing to reducing compliance costs; actively building institutions to resolutely eliminate the "ask - give" mechanism. Continue to build a streamlined, effective and efficient apparatus; promote decentralization and delegation of power; focus on arranging administrative units at district and commune levels.
Dare to think, dare to do, dare to break through for the common good
According to Prime Minister Pham Minh Chinh, 2025 is of special significance, marking the 95th anniversary of the founding of the Communist Party of Vietnam, the 50th anniversary of the Liberation of the South and National Reunification, the 135th birthday of President Ho Chi Minh, the 80th anniversary of the founding of the country, and the year of holding Party Congresses at all levels, moving towards the 14th National Party Congress in the era of national growth.
In 2025, we must both "accelerate and break through", focus on striving to successfully achieve the socio-economic development goals of the entire 2021-2025 term; and at the same time, we must reorganize the apparatus; successfully organize Party Congresses at all levels towards the 14th National Party Congress.
That context requires all levels, sectors and localities to have innovative and breakthrough thinking with high determination, great efforts, drastic actions, timely, flexible and effective implementation with the spirit of "dare to think, dare to do, dare to break through for the common good"; "what is said is done, what is committed is done; what is done, what is implemented must be effective"; "The Party has directed, the Government has agreed, the National Assembly agrees, the people support, then only discuss doing, not retreating".
Some key targets for 2025, including 15 key targets, include GDP growth of about 6.5-7%; GDP per capita of about 4,900 USD; average consumer price index (CPI) growth rate of about 4.5%; poverty rate according to multidimensional poverty standards reduced by about 0.8-1%; state budget deficit of about 3.8% of GDP; public debt of about 35-38% of GDP...
Prime Minister Pham Minh Chinh emphasized that we must prioritize growth, strive for GDP growth of about 8% to create momentum, create force, create momentum to implement the plan for the entire period of 2021-2030, complete at least 3,000 km of expressway, basically complete Long Thanh Airport, major projects; eliminate temporary and dilapidated houses nationwide... On that basis, create a premise, a solid foundation for the country to enter a new era, an era of striving to become a rich, prosperous nation and the people are increasingly happy and prosperous.
Streamlining the apparatus, improving effectiveness and efficiency
Regarding the 8 groups of tasks and solutions in the coming time, Prime Minister Pham Minh Chinh emphasized the need to continue perfecting institutions - considered the "breakthrough of breakthroughs"; streamlining the apparatus, improving effectiveness and efficiency; building strong enough mechanisms and policies for officials to dare to think, dare to do, dare to take responsibility for the common good. Continuing to prioritize promoting growth associated with macroeconomic stability, controlling inflation, ensuring large balances and high surpluses; budget deficit and public debt within safe and reasonable limits; maintaining momentum, keeping pace and accelerating, making breakthroughs, striving to achieve a growth rate of about 8%.
At the same time, promote the development of strategic infrastructure, especially national key projects; research and effectively exploit outer space, sea space, and underground space. In particular, strive to complete 3,000km of expressways and over 1,000km of coastal roads by the end of 2025. Build and prepare well works and projects, especially national key projects in the period of 2026 - 2030, ensuring that they are not scattered and fragmented, and reduce the number of public investment projects, of which no more than 3,000 projects use the central budget.
Prime Minister Pham Minh Chinh also emphasized the work of preventing and combating corruption, negativity and waste. In particular, building a clean, honest, active Government serving the people; enhancing publicity, transparency and accountability; effectively controlling assets and income. Strengthening inspection and examination, focusing on areas prone to corruption and negativity such as investment, public assets, land, minerals, etc.; strictly handling violations in the spirit of "handling one case, warning the whole region, the whole field"; not criminalizing civil, administrative and economic relations.
