New low pressure area appears in the southern East Sea, heavy rain in the South Central region

The National Center for Hydro-Meteorological Forecasting said that at noon on December 9, a low pressure area formed in the southern East Sea with winds of about 36 km/h (below level 6).

In the next 24 hours, the low pressure area is forecast to move west-southwest at a speed of about 20 km/h, towards the southern East Sea and the waters west of Truong Sa.

The center of the low pressure area on the afternoon of December 9 was determined to be about 8-9 degrees north latitude, 114-115 degrees east longitude, that is, south of the Truong Sa special zone. Although international meteorological agencies have not yet made a specific assessment of the possibility of this system strengthening, the Vietnam Meteorological Agency warned that the circulation of the low pressure area combined with cold air is causing dangerous weather at sea.

The southern part of the East Sea has strong winds of level 5, gusting to level 7. The western part of the southern part of the East Sea (including the western part of Truong Sa special zone), the sea from Khanh Hoa to Ca Mau and the northern part of the East Sea (including Hoang Sa special zone) has strong northeast winds of level 6, sometimes level 7, gusting to level 8-9. Waves are 2-4 m high, accompanied by thunderstorms and strong gusts of wind, and rough seas.

The National Center for Hydro-Meteorological Forecasting recommends that ships operating in the above sea areas should pay special attention, proactively take precautions, regularly update forecast bulletins, and not underestimate the low pressure area just because it has not yet strengthened into a tropical depression or storm.

On land, from this afternoon until the end of tomorrow, the Thua Thien Hue region and the South Central Coast will continue to experience moderate to heavy rain, and in some places very heavy rain. Rainfall is generally 50-100 mm, and in high places it can exceed 200 mm.

The meteorological agency warned that there is a possibility of heavy rain of over 100 mm in 3 hours, which can easily cause flooding, flash floods on small rivers and streams, and landslides in mountainous areas.

This is the area that just experienced very heavy rains and floods in late November and early December when hydroelectric and irrigation reservoirs had to release water, causing major floods from the old Phu Yen to the old Binh Thuan. The terrain is already "full of water", so just one more heavy rain will increase the risk of landslides and deep flooding.

In the Central Highlands and the South, this afternoon and tonight there will continue to be showers and thunderstorms, with average rainfall of 15-30 mm, and some places with heavy rain of over 80 mm. From tomorrow night, heavy rain is forecast to gradually decrease, but the extreme weather conditions in December will not end completely.

According to the seasonal assessment of the National Center for Hydro-Meteorological Forecasting, in December, the East Sea may still have 1-2 more storms or tropical depressions. The Central and South Central regions are likely to receive 1-2 widespread heavy rains; rainfall from southern Quang Tri to the northern South Central coast may be much higher than the average of many years. The risk of flash floods, landslides, and rock slides on steep slopes due to prolonged rains therefore remains high.

In general, the ENSO (Pacific Ocean Oscillation) phenomenon is forecast to lean towards La Nina state, which is characterized by increased rainfall and active cold air, until at least February 2026. From March to May 2026, ENSO is likely to return to a neutral state. This means that the rainy and flood season in many areas may continue to be unusual and unpredictable.
