
Efficient resource utilization
Quang Ninh is considered a "miniature Vietnam" with many resources that promote local and national economic development. These resources are not only manifested in land, natural resources, forests, seas, and border gates, but also in traditional cultural features and the spirit of "discipline and unity" of the people of the mining region.
To effectively utilize existing resources, in recent years, especially during the 2020-2025 term, Quang Ninh has continuously innovated its thinking and actions; been flexible and creative in leadership and direction, and effectively applied the Party and State's guidelines, policies, and laws to the local reality.
Associate Professor Tran Dinh Thien, former Director of the Vietnam Institute of Economics, who has worked in Quang Ninh many times, affirmed: "Quang Ninh has made a clear mark in its ability to mobilize, allocate, and effectively utilize resources for development. From institutional reform and improvement of the investment environment to breakthroughs in infrastructure and economic restructuring, the province has gradually formed a sustainable and modern growth model."

One of Quang Ninh's highlights is its effective mobilization of financial resources. The province has successfully implemented solutions to tighten discipline and order, improve the effectiveness and efficiency of managing and operating state budget revenue and expenditure, ensuring transparency; preventing and combating corruption, waste, negative practices, and "group interests"; and simultaneously implementing solutions to promote investment, support, and resolve difficulties and obstacles, creating favorable conditions for investors and businesses to operate effectively in the area. As a result, the province's total state budget revenue for the 2021-2025 period is estimated to reach over 274,000 billion VND, 1.3 times higher than the previous period.
With available financial resources, the province is promoting the sustainable restructuring of local budget expenditures, reducing recurrent spending; and prioritizing resources for development investment. At the same time, it is focusing on restructuring and improving the efficiency of public investment, ensuring a focus on key areas; prioritizing mountainous, border, and island regions, allocating resources to important, dynamic projects with high connectivity and significant spillover effects... This will overcome the situation of scattered, fragmented, and protracted investment.

During the 2020-2025 period, the province implemented numerous key projects and infrastructure works, including the completion and commissioning of 825km of roads (80.2km of the Van Don - Mong Cai expressway), contributing to expanding development space and promoting regional and intra-regional connectivity. Alongside this, the province accelerated urban infrastructure development, raising the urbanization rate to over 74%; commissioning the Geriatric and Rehabilitation Hospital, the Lung Hospital, and the Provincial Center for Disease Control; repairing and upgrading the facilities and infrastructure of health stations; and upgrading the facilities of schools to meet standards and high-quality standards. Currently, the percentage of solid classrooms in the province has reached 95.8%, an increase of 5.8% compared to the beginning of the term.
As one of the provinces with the most planned industrial zones in the country, Quang Ninh has effectively utilized this advantage to strongly promote the development of industrial zone infrastructure. Currently, 8 out of 16 industrial zones have been established in the province. The province has invested in connecting technical infrastructure, including electricity and water connections, to these zones, basically meeting the needs of secondary investors; connecting to expressways, national highways, seaports, and airports, facilitating import and export activities for businesses and investors.

Mr. Truong Manh Hung, Head of the Provincial Economic Zone Management Board, said: The province's focus on investing in technical infrastructure and transportation has unlocked resources from land funds in industrial zones. The total area of land allocated and leased to industrial zones in the province is currently 2,094 hectares; the area leased to secondary investors is 1,123 hectares; the average occupancy rate of industrial zones according to the plan is 74.27%.
The synergy of resources has enabled Quang Ninh to achieve a total social investment capital of over VND 490,000 billion in the 2021-2025 period, 1.4 times higher than the 2016-2020 period, with an average annual increase of 7.4%; the structure of total social investment capital has shifted positively; the proportion of state capital has rapidly decreased from 32.8% (in 2020) to 23.2% (in 2025). The economic growth rate for the 5 years from 2021-2025 is estimated to average 10.4% per year, 1.7 times higher than the national average. The size of the economy in 2025 is estimated to reach VND 395,000 billion, 1.9 times higher than in 2020.
Ready for an era of breakthroughs
For the 2025-2030 term, Quang Ninh province has identified the need to continue mobilizing all resources according to the principle: Internal resources are fundamental, strategic, and long-term; external resources are important and breakthrough; and state resources are used to lead and activate social resources. The Resolution of the 16th Provincial Party Congress emphasizes three strategic breakthroughs: Completing a synchronous and modern infrastructure system, especially transportation infrastructure, economic zones, industrial parks, and seaports; developing high-quality human resources, linked to digital transformation and innovation; and accelerating administrative reform, improving the investment environment, and strongly developing the private economy to become an important driving force of the national economy.

At a meeting with the Provincial Party Committee on January 27, 2026, General Secretary To Lam requested that Quang Ninh implement a restructuring of its integrated development space encompassing islands, borders, heritage sites, and urban areas into a complete ecosystem; shifting from a dispersed to an integrated spatial organization, from administrative boundaries to a multi-centered, open, and interconnected ecosystem. The focus of this restructuring should be on chain connectivity, using the railway as the axis between Hanoi, Hai Phong, Ha Long, and Mong Cai to expand space and shift resources. Van Don should be upgraded to a high-end service, innovation, and tourism hub, while Mong Cai should transform into a modern border economy, piloting cross-border cooperation.
Following the clear direction of General Secretary To Lam, the province has identified a series of strategic infrastructure projects to be implemented in the coming period, such as: the Hai Phong - Ha Long - Mong Cai railway, the Hanoi - Ha Long high-speed railway, the Bac Luan 3 bridge, the coastal road system of Cua Luc Bay, infrastructure for the Van Don and Co To special economic zones, and a regional logistics center… aiming to create new development spaces and deeply connect regional value chains. Currently, the Provincial Party Committee and the Provincial People's Committee are directing and assigning relevant departments and agencies to coordinate the implementation of these projects in stages, so that they can be put into operation soon.

Chairman of the Provincial People's Committee Bui Van Khang stated: The province's goal is to continue unlocking resources, creating new development momentum, and driving Quang Ninh's rapid and sustainable development, worthy of the central government's expectations. The province is determined to remove obstacles by continuing to eliminate cumbersome administrative procedures, inappropriate policies, or internal issues that hinder the flow of development. This includes promoting key activities and projects, encouraging investment and innovation, creating harmonious coordination among resources; applying new technologies, digital transformation, and changing leadership methods to improve efficiency.
In addition to continuing to effectively utilize public investment resources, Quang Ninh will exploit investment resources from the private sector, focusing on projects such as the Ha Long Green project, the Van Don high-end complex tourism service area, the Quang Ninh LNG power plant, Van Ninh port, and Con Ong - Hon Net port... At the same time, it will concentrate on unlocking resources from the Van Don special economic zone, proposing that the central government issue specific mechanisms and policies for the Van Don economic zone to promote and attract investors, creating new values and growth drivers for Quang Ninh.

According to Cao Tuong Huy, Secretary of the Party Committee and Chairman of the People's Council of Van Don Special Economic Zone, Van Don Special Economic Zone still has much potential and resources to promote sustainable socio-economic development for the province and the whole country. However, these resources have not yet been fully exploited and utilized. Therefore, specific mechanisms and policies from the central government are needed. Currently, the project to build specific mechanisms and policies for Van Don has been submitted to central ministries and agencies for consideration and submission to competent authorities; officials, Party members, and people of Van Don hope that these mechanisms and policies will be approved soon, creating new growth momentum for Quang Ninh and the whole country.
In the coming period, Quang Ninh province will continue to focus on removing bottlenecks related to land, investment procedures, and land clearance, and facilitating the flow of social capital; encouraging the mobilization of idle resources from the population into production, business, and innovation. At the same time, it will continue to implement comprehensive solutions for strong institutional reforms, shortening the processing time of administrative procedures; prioritizing investment in strategic infrastructure with significant ripple effects; developing high-quality human resources and digital skills; strengthening regional linkages and expanding development space; and ensuring a balance between economic growth, environmental protection, and social welfare.
With solid achievements from the 2020-2025 term and a strategic vision for the new term, Quang Ninh confidently enters a new phase of development with higher and more sustainable goals, creating new growth drivers and making a worthy contribution to the overall goals of the country.
