"Maintaining constancy" means upholding the core goals, principles, and interests of the nation and people. These include national independence linked with socialism; sovereignty , unity, and territorial integrity; the people's right to self-determination; and the Party's leadership role in the revolutionary cause. These are fundamental values, the "red thread" running throughout the development of the Vietnamese revolution. "Adapting to change" refers to flexibility, adaptability, and creativity in methods and strategies of action. This includes focusing on the circumstances to develop appropriate countermeasures for each situation, aiming for maximum effectiveness.

Applying this principle creatively, our Party remains steadfast in its goal of national independence and socialism, while continuously innovating its leadership methods, enhancing its governing capacity and national governance efficiency to meet the demands of development in the new era. In the process of national renewal and development, Vietnam persistently builds a socialist-oriented market economy , placing people at the center of development. In the face of global economic fluctuations, Vietnam proactively adjusts its policies to promote rapid and sustainable economic growth and enhance its self-reliance.

Recognizing culture as the spiritual foundation of society, along with preserving and promoting heritage values ​​that constitute identity, traditional values ​​such as patriotism, solidarity, humanity, and a love of learning are strongly promoted. On the other hand, Vietnam proactively absorbs the finest aspects of human culture, builds a healthy cultural environment, and develops well-rounded individuals to meet the demands of the new era.

In particular, the philosophy of "adapting to changing circumstances while maintaining core principles," coupled with the "bamboo diplomacy" style, demonstrates Vietnam's unwavering commitment to protecting national and ethnic interests, upholding sovereignty and territorial integrity, while flexibly handling international relations in the context of increasingly complex strategic competition.

It can be said that every step of the country's development is linked to steadfastly upholding core values ​​and proactively adapting to the changing times. The 14th National Congress of the Party determined that by 2030, Vietnam will become a developing country with modern industry and a high-middle income; and by 2045, it will become a developed country with a high income.

To realize the goal of national progress, which is also the aspiration of the entire nation, it is first necessary to accurately assess the impact of each issue on the core interests and strategic goals of the nation. Based on this, clearly define immediate goals with criteria that align with long-term goals; and simultaneously select the most optimal and feasible methods of handling them. Once the goals and solutions have been correctly identified, they must be implemented steadfastly, proactively anticipating and mitigating any resulting consequences.
