Open the way to get rich
Taking us on a tour around the village, Mr. Bui Van Hau, Head of the Front Work Committee of Dam village, Cam Ly commune, said that most of the well-off households with spacious houses in the village have members who go to work abroad.

The spacious two-story house was built by Mr. Duong Van Bay with money sent back by his son who is working in Japan. |
Stopping in front of the newly built, spacious two-story house, Mr. Hau informed that the house was built by Mr. Duong Van Bay (born in 1977) at the end of 2024 with money sent back by his second son who was working in Japan. According to Mr. Hau, in the past, Mr. Bay's family was also very difficult, but since his eldest son went to work abroad (in 2018), the family's economy has changed significantly.
Realizing the effectiveness of labor export, the second son also "went abroad". Currently, Mr. Bay's family has 3 people (2 sons and daughter-in-law) working for a limited time in Japan; each year, the children send back more than 1 billion VND. "The agricultural land area is small while the people do not have a side job, so in the past, the poverty rate in the village was high, always accounting for nearly 10%. Thanks to labor export and working as factory workers, the lives of the people in the village have changed significantly, the whole village has only 1 poor household", Mr. Bui Van Hau shared.
According to statistics, Cam Ly commune currently has more than 600 people working for a fixed term in other countries, mostly men. The main markets chosen are: Korea, Taiwan (China), Japan, Eastern Europe... with an income of 20 million VND/month/worker or more.
In 2025, the whole commune had 33 people going to work abroad. Many people, after their labor contracts expired, returned home and registered to go abroad for the second or third time or work as workers in industrial parks.

From labor export, Ms. Pham Thi Ha, Lich Son village, has the conditions to open an optical business right in her hometown. |
Thanks to labor export, many households in the commune have had the conditions to renovate their houses, escape poverty, and even have capital to invest in business. Typically, after 5 years of working in Japan, Ms. Pham Thi Ha (born in 1975), Lich Son village, had capital to open an eyeglass store, earning more than 20 million VND/month; Mr. Giap Van Huy (born in 1982), together with the village, developed a pigeon farming model, earning nearly 100 million VND/month...
Comrade Giap Van Tuan, Head of the Department of Culture and Society of Cam Ly commune, said: “Labor policies in general and labor export support in particular contribute to increasing income and reducing the poverty rate of the commune from 3.69% in 2021 to 1.53% in 2025, exceeding the set target. From remittances, many households have the conditions to develop the economy, increase income and contribute to the general movement of the locality”.
Expanding the market, more choices for workers
Reality in Cam Ly commune shows that, along with family economic development, many workers after working for a limited period in other countries have returned to propagate, orient and support people in the commune to choose and seek work opportunities abroad.
Typically, in 2018, after completing 5 years of working in Japan, Mr. Vu Tri Tien (born in 1975), Lich Son village opened a representative office for a business specializing in studying abroad and exporting labor right in the commune. With his practical experience, on average each year Mr. Tien connects and introduces more than 10 workers in the commune to work for a limited period in other countries.
Mr. Pham Cong Vu (born in 1984), Trai Giua village, Cam Ly commune said: “Previously, I worked as a worker for a local enterprise but my income was not stable. Right when I was struggling to find a new job, Mr. Tien advised and supported me in completing the procedures to go to work in Japan. After more than 2 years of “going abroad”, I was able to repair my house and save a little to have capital for future economic development.”
Although many results have been achieved, through assessment, labor export activities in Cam Ly commune are not commensurate with the potential (the whole commune currently has more than 11 thousand people of working age), the rate of trained workers going abroad is low, the labor market is not diverse...
To gradually improve the quality of exported labor and increase income for people, Cam Ly Commune People's Committee directed agencies, sectors and organizations to promote propaganda and dissemination of the State's policies on labor export. The Commune's Department of Culture and Society focused on reviewing and compiling a list of people of working age, understanding their aspirations and needs, and at the same time surveying and selecting markets suitable for local workers.
“In addition to focusing on propaganda, we will coordinate with businesses operating in this field to provide information about the labor market as well as the treatment regime so that people have more suitable choices. At the same time, we will advise workers to participate in intermediate and college vocational training classes to improve the quality of human resources and increase income for workers,” said Mr. Giap Van Tuan.
