Meets standards and criteria
Dien Lac commune was established by merging the former Dien Lac, Dien Hoa, and Dien Thanh communes (formerly part of Dien Khanh district) with a natural area of 14.85 km². Over the years, the locality has experienced rapid urbanization, with a positive shift in its economic structure towards trade and services, industry and construction, and agriculture; with trade and services playing a dominant role. The high proportion of non-agricultural labor, concentrated population, and increasingly comprehensive investment in technical and social infrastructure indicate a strong transition from rural to urban areas. Industries in Dien Lac are clearly differentiated, with the industrial and construction sectors being particularly prominent. Thanks to its proximity to the Dien Phu, Dien Tho, and Suoi Dau industrial clusters, many young workers have shifted to working in the garment, food processing, and construction materials manufacturing sectors, enjoying stable incomes. Simultaneously, commercial and service activities are thriving along major transportation routes, with various types of family businesses, food services, and logistics services meeting the needs of the developing urban area.

In the agricultural sector, people are gradually shifting to high-quality rice seed production and urban agriculture models, replacing traditional, fragmented farming methods. However, the locality still faces some difficulties such as: a low percentage of professionally trained workers, and pressure for older workers to change occupations as agricultural land shrinks to serve urban development.
According to Article 5 of Resolution No. 112, dated December 24, 2025, of the Standing Committee of the National Assembly on the standards of administrative units, Dien Lac commune basically meets the standards for establishing a ward. Specifically, as of May 19, the commune's population reached 24,028 people (standard 21,000 people), and its natural area is 14.85 km² (standard 5.5 km²). The locality is located entirely within the administrative and cultural center area according to the Dien Khanh urban general plan until 2040. The ratio of urban population to the commune's population reaches 100% (standard 50% or more); the ratio of total local budget revenue to total local budget expenditure in the commune is 116% (standard 100% or more). Furthermore, the proportion of industry, construction , and services in the commune's GRDP reached 92.03% (meeting the standard of 70% or higher); the proportion of non-agricultural labor reached 75.6% (meeting the standard of 70% or higher); per capita income per year was higher than the province's per capita income per year in the last three years; and the multidimensional poverty rate was 0.16%, lower than the province's poverty rate. Thus, compared to the standards for wards, Dien Lac commune met 5 out of 5 standards, corresponding to 9 out of 9 component criteria as stipulated.

The establishment of Dien Lac ward aims to concretize the policy of rearranging and consolidating administrative units, building a local government model suitable for the urbanization process; while also meeting the requirements of expanding the scope of urban management and improving the quality of local governance in a civilized and modern direction. Mr. Nguyen Xuan Tho - Chairman of the People's Committee of Dien Lac commune, said that the establishment of Dien Lac ward will have a positive impact on all aspects. Economically, the locality will shift its structure from agriculture to trade, services and industry; attract large investment projects, form new urban areas, high-end commercial and service centers, and create a sustainable source of budget revenue. The socio-economic infrastructure system will be invested in synchronously with higher standards in education (national standard schools), health (upgrading the ward health station) and cultural institutions (cultural centers, playgrounds). The area has undergone a modern transformation with civilized streets, well-planned lighting systems, greenery, and sidewalks; technical and social infrastructure has developed according to urban criteria and standards. In particular, the lives of residents have improved with better access to convenient, high-quality urban services and more diverse job opportunities.

To realize its goal of becoming a ward in the future, Dien Lac commune is gradually building socio-economic development solutions that are comprehensive, sustainable, and appropriate to the local conditions. Leveraging its advantage as a trade hub connecting neighboring communes, the locality focuses on investing in and upgrading the transportation infrastructure system, linking it to key routes such as National Highway 1, National Highway 27C, Provincial Road 2, and planning for a high-speed railway station. This is considered a crucial foundation for expanding development space, attracting investment, and promoting local economic development.
Simultaneously, Dien Lac focuses on encouraging the development of private enterprises, cooperatives, and efficient production models to create jobs, increase income, and improve the lives of the people. Agricultural cooperatives in the area continue to play a role in linking production, providing technical support, supplying materials, and developing OCOP products in a safe manner to meet market demands. The locality is promoting digital transformation, administrative reform, and the application of information technology in management and operation to build a modern, transparent administration that serves the people better. Training and capacity building for officials and civil servants are emphasized to meet the requirements of innovation in the coming period.
Besides economic development, the locality will focus on investing in essential infrastructure, coordinating the effective implementation of major provincial projects; and at the same time strengthening resource management, environmental protection, and proactively adapting to climate change. Urban planning, upgrading technical infrastructure, managing construction order, and effectively mobilizing investment resources are also identified as important tasks, contributing to building Dien Lac into an increasingly developed, civilized, and sustainable area.
