Dong Phu Commune: Breaking through through economic restructuring.

BAC NINH - Following the administrative unit merger and the implementation of a two-tiered local government model, Dong Phu commune has many new potentials for development. In an interview with Bac Ninh Newspaper and Radio & Television, Comrade Nguyen Van Tuyen, Secretary of the Party Committee and Chairman of the People's Council of the commune, shared the outstanding results in socio-economic development in 2025 and the determination to create a solid foundation for the next stage of the locality's development.

Dong Phu commune was formed by merging Dong Hung and Dong Phu communes of the former Luc Nam district. Could you summarize the outstanding achievements in the socio -economic development of the locality in 2025?

Comrade Nguyen Van Tuyen : 2025 is truly a year with many important milestones for the Party Committee, government, and people of Dong Phu commune. The merger of two communes to form the (new) Dong Phu commune, with its large area, large population, and diverse economic structure, presents both opportunities and challenges. In this context, the commune Party Committee has focused intensely on leadership and guidance, quickly stabilizing the organizational structure, maintaining discipline, and fostering consensus among cadres, Party members, and the people.

Leaders of the Party Committee and People's Committee of Dong Phu commune visited a model of sweet orange production in the area.

Regarding economic development, the locality continued to maintain a relatively strong growth momentum. The total value of production in the area increased by approximately 11%; the economic structure shifted in a positive direction, with agriculture, forestry, and fisheries accounting for over 24%, industry and construction nearly 27%, and trade and services over 18%. In particular, agricultural production continued to be an important pillar, with a total value reaching nearly 729 billion VND, and an average production value per hectare of cultivated land reaching 120 million VND.

The trade and service sectors have undergone many changes. The network of household businesses has expanded throughout the villages; transportation, telecommunications, and credit services are increasingly meeting the needs of people and businesses. Ecotourism is beginning to make its mark with the "Va Lake Flower Garden" tourist destination, welcoming over 10,000 visitors, contributing to job creation for some workers and promoting the local image.

In the coming period, the commune aims to develop commercial agriculture linked with the One Commune One Product (OCOP) program and eco-tourism and resort activities; gradually attract and develop industry, handicrafts, trade, and services, effectively exploiting the potential strengths of forests and water resources. At the same time, it will focus on attracting investment, improving infrastructure, building advanced and model new rural areas, and enhancing the material and spiritual quality of life for the people.

In those results, how was the leadership and guidance of the commune Party Committee demonstrated, Comrade?

Comrade Nguyen Van Tuyen : We clearly understand that the sustainable development of the locality must first and foremost stem from the comprehensive and direct leadership role of the Party Committee. After the merger, the Executive Committee and Standing Committee of the Party Committee have focused on building and issuing resolutions and work programs that are closely aligned with the realities of the new commune; clearly assigning responsibilities to each Party committee member in charge of specific areas and localities. The Party Committee emphasizes leading Party building work in conjunction with the implementation of socio-economic development tasks. Political and ideological work has been strengthened, creating unity in awareness and action throughout the Party organization. Emphasis is placed on innovating leadership methods, strengthening inspection and supervision, and promptly resolving difficulties and obstacles arising at the grassroots level.

In managing economic development, the Party Committee has led the People's Committee of the commune to focus on key areas such as: restructuring agricultural production towards a commodity-based approach; encouraging the development of household and cooperative economies; promoting investment attraction and land clearance for key projects; and at the same time paying close attention to land management, resource management, and environmental protection.

The people are very interested in the work of building new rural areas and improving people's lives. What results has Dong Phu commune achieved in this area?

Comrade Nguyen Van Tuyen : Building new rural areas, especially advanced new rural areas, has always been identified by the commune Party Committee as a key and continuous task. In 2025, the commune will continue to maintain the criteria, while effectively mobilizing resources to improve transportation infrastructure, irrigation, cultural institutions, and beautify the environmental landscape.

The material and spiritual lives of the people have been gradually improved. Per capita income continues to improve; the poverty rate has decreased to about 1.3%. Social security policies, care for war veterans, poor households, and vulnerable groups have been fully and promptly implemented. In particular, the "Eliminating temporary and dilapidated houses" movement has been implemented vigorously, completing the construction of 6 out of 6 new houses, creating a positive ripple effect in the community.

Despite the achievements, the locality still faces difficulties and challenges. In your opinion, what are the issues that need to be addressed in the coming period?

Comrade Nguyen Van Tuyen : Frankly speaking, alongside the positive results, the commune still faces many difficulties. The area is large, the population is scattered, and investment resources are limited. Land, resource, and environmental management still experience violations in some areas and at some times. A portion of local officials are still hesitant in managing the implementation of the two-tiered local government model.

In the coming period, the Party Committee of the commune will focus on leading the effort to overcome these shortcomings through comprehensive solutions: continuing to tighten administrative discipline and order; enhancing the responsibility of leaders; strengthening inspection and supervision; and promoting propaganda and mobilization of the people to comply well with legal regulations, especially in the fields of land and environment.

As we enter 2026, what major tasks and directions has the Dong Phu Commune Party Committee identified to create a breakthrough in development?

Comrade Nguyen Van Tuyen : In 2026, the Party Committee of the commune has set the overarching goal of rapid but sustainable economic development, linked with improving the quality of life for the people. First and foremost, the commune will continue to innovate the Party's leadership methods, build a clean, strong, and comprehensive Party organization; and promote the exemplary role of cadres and Party members, especially those in leadership positions.

Economically, the commune focuses on developing commercial agriculture, applying high technology; enhancing the value of OCOP products; promoting investment attraction in industrial clusters, services, and ecotourism; striving for a production value growth rate of approximately 13%, and an average per capita income of 65 million VND/year. It continues to prioritize cultural and social development, maintaining national defense and security, promoting digital transformation, administrative reform, and building a service-oriented government.

We believe that, with the unity and consensus of the entire Party Committee and the people, Dong Phu commune will achieve new and more solid developments in the future.
